Former Cessna Aircraft Chairman and CEO Russ Meyer was a key figure in the passage of the General Aviation Revitalization Act (GARA). Before its passage in 1994, the industry was reeling from the high cost of product liability. Cessna, the largest producer of piston-powered aircraft, had shut down its lines altogether.
