Burbank Aeronautical Corp. signed an agreement with Emery Worldwide Airlines to deliver nine shipsets of Stage 3 ADC Upgrade Hushkits for Emery's DC-8-62/63 aircraft. Deliveries are scheduled to begin in October. Emery also has options for seven additional shipsets for delivery in 1999.

An initiative to develop a more targeted, less random carrier-oversight plan is generating cheers from the agency and from the industry -- in Washington. But a report coming in from the field tells a somewhat different story. According to an internal FAA report obtained by O&M, a test group of field inspectors found difficulties in putting the new program into practice, and they agree with industry that it will be difficult to get the program off and running by its designated Oct. 1 starting date.

U.S. airlines, spending anywhere from $4 million to $160 million each on Year 2000 (Y2K) compliance, are making good progress, according to an Air Transport Association (ATA) official. Most carriers are estimating they will spend about $20 million to reach Y2K compliance, according to recent airline filings with the Securities&Exchange Commission. But Delta estimated it would spend $160 million to get its systems into shape.

In aviation, where a single accident can be a disaster that negates a million safe cycles, safety demands a systems approach that controls all aspects of new-entrant airline development and operation. It is apparent that, to achieve sufficient protection against potentially disastrous accidents, FAA has to limit accident causes. It is not so apparent, though, how to do so.

Boeing will upgrade U.S. Army CH-47D Chinook helicopters under a $76 million contract. Contract is first part of multi-billion-dollar Improved Cargo Helicopter program, aimed at modernizing at least 300 heavy lift CH-47Ds to operate until 2020.

Additional U.S. funding has been approved to extend a Colombian security forces program to upgrade Bell UH-1 Iroquois utility helicopters to UH-1P Huey II standard, for about $1 million each. Flight development began in late 1997 of the first FAC UH-1 modified by Bell Helicopter Textron, which is now providing kits for Colombia's Corporacion de la Industria Aeronautics (CIAC) to upgrade 18 Iroquois from more than 32 used by the military and police for drug interdiction and associated roles.

Guy Gardner, FAA's associate administrator for regulation and certification, is leaving his position in September, two years after taking the job. According to FAA, Gardner plans to pursue a career as a motivational speaker for high school and middle school students. FAA has not identified any candidates to replace him.
