SIGNATURE FLIGHT SUPPORT has received "hundreds of responses" through job fairs the company held over the past couple of weeks to fill nearly 20 openings at its Dulles fixed-base operation. The openings were created after the company offered buyouts to its employees through union negotiations in an effort to lower the average wage rate at the facility, officials said. Nearly half of the employees accepted the buyouts.

RAYTHEON AIRCRAFT delivered the first of four Beech 1900Cs to Dubai-based Falcon Express Cargo Airlines. Falcon Express ordered four and placed options on two additional aircraft to fly express packages. United Beechcraft-Wichita modified the aircraft. Aluminum liners were fitted to the ceiling and sidewalls and seven 54- by 57-inch web nets were installed to divide the cabin area into cargo compartments. In addition, United Beechcraft installed a removable jumpseat to accommodate additional crew or personnel.

FEDERAL AVIATION ADMINISTRATION has proposed special conditions for the Allison 250-C40 turboshaft engine. FAA said Allison has applied for 30- second one engine inoperative (OEI) and two-minute OEI ratings for the engine, but applicable regulations do not contain definitions for those ratings. Bombardier's Belfast-based Shorts Group is teaming with AlliedSignal to offer Shorts nacelles and AlliedSignal TFE731 turbofans as complete propulsion packages, a move that should net Shorts at least $4.5 million to cover AlliedSignal's existing firm orders alone. The Integrated Powerplant System, or IPS, would include the new AlliedSignal engine, plus Shorts' nose cowls, fan cowl doors and engine build units, pipework, ducting and electrical harnesses. Shorts also will take on responsibility for integration of the engine and nacelle.

U.S. CUSTOMS SERVICE has agreed to implement a program to allow aircraft to receive preclearance flying from the Virgin Islands to the U.S., beginning Oct. 1. The program follows implementation of a different preclearance program for Canada last month (BA, July 31/46).

With Allison Gas Turbine now safely acquired, parent Rolls-Royce is creating a new U.S. organization to contain it-Rolls-Royce North America, Inc., with Richard T. Turner as chairman and John W. Sandford as president. The move "recognizes the importance of North America, particularly the U.S., to Rolls-Royce in terms of market, supplier base, partnerships and workforce," Sandford said in a prepared statement. It also makes it easier to manage Rolls' expanding stable of businesses outside the U.K., although Rolls has been doing business in the U.S.

FAIRCHILD SA226 series airplanes equipped with Part Number 27-5500-229 actuator assembly (Docket No. 95-CE-25-AD) - proposes to require replacement of the main landing gear door actuator tang and associated hardware with improved parts. This AD is prompted by reports of the main landing gear doors hanging up and locking the landing gear links on the affected airplanes. The actions specified by the proposed AD are intended to preserve the ability to extend the main landing gear. Comments on the proposal must be sent in triplicate before Sept.

ALLIEDSIGNAL TPE331 series turboprop and TSE331 series turboshaft engines (Docket No. 94-ANE-10; Amdt. 39-9328; AD 95-16-08) - requires a check of engine records to determine if any repair, assembly, modification or installation work was performed by Fliteline Maintenance. If such work was performed, then the AD requires verification of all life-limited components, inspection of affected components and verification of compliance with all applicable ADs.

Raytheon Aircraft's Hawker 800XP, introduced in March, late last month received certification from both the Federal Aviation Administration and the United Kingdom's Civil Aviation Authority. The aircraft is powered by AlliedSignal TFE731-5BR engines that provide improved speed, range, payload, takeoff and landing distances and climb-to-height (BA, March 27/131). Other enhancements include the wing aerodynamics and environmental control system. Deliveries of the Hawker 800XP are scheduled to begin in the fall.

FAA ADMINISTRATOR DAVID HINSON last week said he would like to find an inexpensive way to get traffic alert andcollision avoidance system technology in all aircraft, including general aviation planes. Hinson admitted that such a requirement could draw opposition from the GA industry, but stressed that it is necessary technology for safety. Industry experts note there are a couple of new systems under development that would serve the same purpose as TCAS, but would be much more affordable for GA.

FRANK DESANTO has joined K-C Transportation Services as maintenance coordinator. Desanto, formerly with Atlantic Jet Charter, will coordinate maintenance for U.S. Industries' Hawker 800.

The General Accounting Office is directed to study the reimbursement pricing methods for government fuel contracts under a provision in report language for the House fiscal 1996 defense appropriations bill. The provision directs GAO to evaluate reimbursement pricing policies of the Defense Logistics Agency's bulk and into-plane aviation fuel programs that are administered by the Defense Fuel Supply Center.

FSF, which said the theme for the seminar is "Solutions Today for a Safe Tomorrow," specifically is seeking papers on safety programs, flight crew training, aviation technology, weather, regulatory oversight, aviation operations, maintenance operations and human factors. JET AVIATION BASEL is adding nearly 40,000 square feet in hangar space to accommodate wide-body aircraft. The addition, which is expected to be completed next month, will bring Jet Aviation Basel's total hangar space to 142,000 square feet.

National Park Service overflight fees put airspace management policy in the wrong hands and should be eliminated, interests representing air tour operators told the House Resources subcommittee on national parks, forests and lands. The fees, established in 1993 legislation, raised more than $1.7 million during the last nine months of 1994 after the Interior Department imposed them at the Grand Canyon, Haleakala and Hawaii Volcanoes national parks.

Federal Aviation Administration has begun using a new and enhanced oceanic sector workstation for air traffic controllers operations at its Oakland air route traffic control center (ARTCC), the agency said. The workstation, called the telecommunications processor, is the first phase of the agency's oceanic data link system, which is expected to offer greater capacity, improved efficiency, economy and safety. It makes it easier for controllers to manage flight plan data, aircraft position reports and flight service data.

Federal Aviation Administration's proposal to update its training regulations under Parts 61, 141 and 143 has drawn a mixed reaction from the industry. The proposal, released earlier this month (BA, Aug. 14/67), provides a broad range of changes, from simple clarifications of terms to a revision of medical eligibility requirements.

It wasn't supposed to happen, but it did. Despite extensive testing at the Tech Center and a year-long trial at the Seattle Center before it went on line, FAA's new $1.4 billion Voice Switching and Control System (VSCS) was knocked out by a software bug this month at Seattle. Communications never were lost with aircraft in the airspace of six western states served by the center because a backup system kicked in almost immediately, an FAA spokesman for the Northern Mountain Region said last week.
