ROGER SMELTZER was promoted to vice president and general manager of Dallas Airmotive's newly acquired Carpenter Freeway turbine engine services facility. He formerly was senior manager of the Gulfstream Aerospace Engine Services Division of the company. He has 31 years of corporate and general aviation experience, working with Raytheon Aircraft as well as with fixed-base operations.

PILATUS BUSINESS AIRCRAFT selected Component Control to develop a new software program that will allow Pilatus to provide digital maintenance services to its customers and authorized service centers as well as further automate its business functions. Component Control and Pilatus will build a program that links customers and service centers, allowing operators to update their in-service history and service centers to provide automatic notification of necessary routine maintenance, overhauls and service bulletins.

Model F.28 Mark 1000, 2000, 3000, and 4000 series airplanes (Docket No. 99-NM-220-AD) - revises an earlier proposal that would have required an eddy current inspection to detect cracks in the upper girder of the two main landing gear (MLG) brackets; and repair of a cracked bracket followed by repetitive inspections, or replacement of a cracked MLG bracket with an improved bracket, as applicable. The proposed AD also provided for an optional terminating action for certain proposed requirements.

Model ATR 42-200, -300, -320, -500, and ATR 72 series airplanes (Docket No. 2000-NM-380-AD) - proposes to require a revision of the Airplane Flight Manual to add instructions that prohibit the flightcrew from selecting the reverse position on the engines in the event of propeller thrust dissymmetry. This action is necessary to ensure that the flightcrew is advised of the hazard associated with selecting reverse thrust during propeller thrust dissymmetry, which could result in reduced controllability of the airplane during landing.

Models 206H and T206H airplanes (Docket No. 2000-CE-75-AD; Amendment 39-12211; AD 2001-09-06) - requires visual inspection of the horizontal stabilizer attachment reinforcement brackets for the existence of seam welds and replacement of any reinforcement bracket found without seam welds. This AD is the result of a report that these parts were manufactured without seam welds. The actions specified by this AD are intended to detect and replace structurally deficient horizontal stabilizer attachment brackets.

Rebuffed in previous attempts to block implementation of new air tour routes and related restrictions over Grand Canyon National Park (GCNP), air tour operators told the U.S. Court of Appeals in Washington, D.C. last week that several air tour operators will be forced to shut down while others will suffer irreparable economic harm unless the court stays implementation of the regulations.

MCKINNEY AEROSPACE promoted David Kitchings, formerly chief operating officer, to president. Kitchings assumes responsibility for the day-to-day operations of the business aircraft refurbishment company from Ron Kitchings, who served as president since McKinney began operations in 1997. "David has proven himself over the last year as a solid, hands-on operational manager," said CEO Tom Moffat.

SABRELINER CORP. won a five-year contract from the U.S. Army Aviation and Missile Command to repair fuel controls on T703 helicopter engines that power the Army's OH-58D Kiowa Warrior reconnaissance helicopter. The contract, with a potential value of $1.6 million, covers up to 355 controls over the five-year period. Work will be performed at Sabreliner's Premier Turbines accessory plant in Independence, Kan. Sabreliner currently is overhauling a large number of T703 engines for the Army under a previous contract.

POWERQUEST CORPORATION won a contract from FAA to provide its Drive Image Pro 4.0 program for the agency's Computer Based Instruction (CBI) National Program Office. CBI distributes more than 250 courses throughout FAA including Airways Facilities, Air Traffic, Regulatory, Standards, Airports and Logistics. The office uses CD and DVD technology for its multimedia programs. PowerQuest provides programs for storage resource management.

UPDATED SCHEDULING INFORMATION on military use of restricted areas and other special-use airspace is now available on the Aircraft Owners and Pilots Association web site, the association said. Under an agreement with FAA, AOPA said it now can provide its members with the same data from the agency's Special Use Airspace Management System that is used by the air traffic control network.

Model 412 helicopters and Agusta S.p.A. Model AB412 helicopters (Docket No. 99-SW-27-AD; Amendment 39-12217; AD 2001-09-11) - supersedes an existing AD that requires a temporary reduction of the never-exceed velocity (Vne) limitation until an inspection of the tail rotor yoke assembly for fatigue damage and installation of a redesigned yoke flapping stop are accomplished. Recurring periodic and special inspections to detect occurrences of yoke overload also are required.

NASA has received three "strong" proposals from industry, academia and state governments in response to its request for proposals to participate in the agency's Small Aircraft Transportation System (SATS) program. The agency released a NASA Research Announcement (NRA) requesting proposals earlier this year (BA, Feb. 5/59) and is expected to make a decision on a contract award next month.

THE JACKSONVILLE, FLA. PORT AUTHORITY signed a lease with Florida Community College of Jacksonville to establish an Aviation Center of Excellence at Cecil Field. The school developed five interrelated aviation technology programs designed to train students for aviation careers. The school will offer classes in aviation maintenance management, aviation administration and professional pilot technology.
