DUNCAN AVIATION recently certified and installed the Honeywell Mark VII EGPWS with display as well as the Collins TCAS-4000 Aircraft Collision Avoidance System (ACAS) in a Falcon 10. The STC and installation of the Honeywell Mark VII EGPWS satisfies the upcoming Class A TAWS mandate. The installation of the Collins ACAS includes MOPS 7 software in anticipation of a possible FAA rule for RVSM operations in the WATRS region, which would require MOPS 7 for all TCAS II-equipped aircraft by November 1, 2001.
The House Tuesday approved in a 426-1 vote the fiscal 2002 transportation budget, including $13.3 billion in funding for FAA. The budget overall is only $12 million shy of the Bush Administration request, but includes some deep cuts in FAA plans to hire new employees (BA, June 25/296). The Senate transportation appropriations committee is expected to take up its own version of the fiscal 2002 DOT budget this month.
FAA introduced a new rule, Part 193, protecting safety information from disclosure if the information is voluntarily submitted under information-sharing efforts such as the Flight Operations Quality Assurance (FOQA) program and the Aviation Safety Action Program (ASAP). Under FOQA, participating carriers collect information from flight data recorders and perform trend analyses, which are made available to FAA for inspections. Under ASAP, employees of carriers or major repair stations voluntarily report safety issues and events.
Westchester County Airport (HPN) in White Plains, New York has expanded and renamed its noise abatement office. Four people have been added to the newly named environmental office, which now handles storm water, ground water and air quality issues in addition to noise abatement at the busy reliever airport near New York City.

CITATIONSHARES named Gary Niskar and Robert Jones regional sales managers. Based in Las Vegas, Nev., Niskar will be responsible for all new fractional ownership sales in his region. In addition to holding an airline transport pilot certificate with 2,000 hours of flight time, Niskar's previous experience in aviation includes fractional ownership sales, whole aircraft sales and business aviation customer service. Jones will be responsible for sales development of the new CitationShares Central Operations territory.
MARILYN SULLIVAN was named customer relations manager at Million Air Monterey. Sullivan will work with the customer service operations for transient and based aircraft, maintenance and charter programs.

AGUSTA S.p.A. Model A109E helicopters (Docket No. 2001-SW-09-AD) - proposes to require modifying the passenger compartment sliding doors by installing certain locking mechanism kits. The proposed AD is prompted by accidental opening of a passenger compartment sliding door inflight due to a door-locking mechanism that is too easy to accidentally open. FAA estimates this proposed AD would affect 11 helicopters on the U.S. Registry at a cost of $1,760. Send comments in triplicate by Aug.
RAYTHEON AIRCRAFT selected Luminescent Systems, Astronics Corporation's subsidiary, to provide cockpit lighting systems for three aircraft: the Premier I, Hawker Horizon and T-6A Texan II. Raytheon expects to deliver about 1,200 aircraft equipped with the lighting systems, which include a range of power supplies, keyboards and control panel assemblies.
BOMBARDIER Model CL-600-2B19 series airplanes (Docket No. 2001-NM-33-AD; Amendment 39-12280; AD 2001-12-24) - supersedes an existing AD that currently requires repetitive ultrasonic inspection to detect damage of the actuator lugs of the flight spoiler center hinge; and corrective action, if necessary. This amendment mandates the previously optional terminating action by requiring replacement of the flight spoilers with new improved spoilers. This AD will affect approximately 195 Bombardier Model CL-600-2B19 series airplanes on the U.S. Registry.

AVIATION SALES COMPANY named Roy Rimmer chairman and CEO. Rimmer, who has served as a director of the company since January 2000, represents Lacy J. Harber, the largest stockholder, on the board of directors. Rimmer, 60, succeeds Dale S. Baker, the former chairman and CEO, who resigned his positions and will become a consultant to the company. "Dale Baker has led our company through a very difficult period as we have taken actions to reduce our debt, reposition our business and return our company to financial health," Rimmer said.
THE OFFICE OF MANAGEMENT AND BUDGET late last month completed its review of FAA's proposed new regulation - Part 91K - to govern fractional ownership providers.The proposal was returned to FAA for what industry officials believe were cosmetic changes. FAA is expected to send the proposal to the Federal Register as early as this week.

EADS SOCATA moved Nicolas Chabbert, senior vice president of sales and marketing of the U.S. Socata Aircraft base, to head its German subsidiary, EADS Socata GmbH. Replacing Chabbert in the U.S. will be Michel Adam de Villiers as vice president of sales and marketing. De Villiers has served with Socata for 12 years, most recently as director of sales for the Western U.S.

CORPORATE JETS became the first operator in North America of the Agusta A-119 Koala helicopter in May. The 1,000 horsepower, single-turbine helicopter can carry up to two stretcher patients along with two or three medical attendants.
