DENVER—The International Air Transport Association (IATA) has resumed negotiations with Venezuela to repatriate the $3.6 billion the country owes the world’s airlines. The country ceased talking to IATA about this issue for nine months last year, and in that time, 27 airlines either drastically cut capacity or dropped service to Venezuela altogether, harming the ailing economy even further, Peter Cerda, IATA vice president-Americas, said.
