Changi International To Manage Commercial Activities In Haikou Airport

SINGAPORE—Changi Airports International (CAI) has signed a joint venture agreement to manage non-aeronautical business at China’s Hainan Haikou Meilan International Airport (HAK).

Split 51% versus 49% in HAK’s favor, the joint venture will see CAI—Singapore Changi Airport Group’s international business—exclusively manage retail, food and beverage, advertising, leisure and “commercially important person” airport services at Haikou for 10 years starting from January 2025.

HAK handled 24.34 million passengers in 2023 making it China's 18th-busiest in terms of passenger volume. The terminal has a handling capacity of 35 million annually and, as of October 2024, provides direct connections to 116 domestic and 30 international points.

CAI says the airport houses offshore duty-free shops where domestic travelers are able to purchase duty-free merchandise, which is a key component of non-aeronautical revenue growth potential.

Prior to the pandemic, HAK handled 1.4 million international passengers. This recovered to only 480,000 in 2023, which CAI sees as an opportunity for growth, as the tropical island's tourism industry rebounds.

CAPA – Centre for Aviation and OAG Schedules Analyser data shows more international seats go to Hong Kong, Singapore and Thailand, served primarily by Hainan Airlines, China Southern Airlines and Beijing Capital Airlines.

CAI also has a similar arrangement with Chongqing Airport for its commercial activities.
