EcoCeres Opens Malaysia’s First SAF Facility

EcoCeres has opened its sustainable aviation fuel (SAF) facility in Pasir Gudang, Johor, marking Malaysia’s first SAF production plant and lifting the company’s global renewable fuel capacity to 770,000 tons per year.

The Pasir Gudang facility spans 105,830 m2 (1.1 million ft.2) and has a combined maximum capacity of 420,000 metric tons annually. It produces hydrotreated vegetable oil (HVO) and renewable naphtha simultaneously. Together with EcoCeres’ plant in Zhangjiagang, China, the company’s total renewable fuel production capacity now reaches 770,000 metric tons per year.

Construction of the Malaysian plant began in June 2023, with operations commencing in October 2025.

“This facility demonstrates our commitment to reliable supply capability and high product quality as customer demand for renewable fuel solutions accelerates,” EcoCeres CEO Matti Lievonen said in a statement. He added that the project supports Malaysia’s transition to net-zero emissions while strengthening Hong Kong’s role as a regional hub for financing and scaling sustainable energy projects. It also enables the supply of sustainable fuels to global industries.

The Pasir Gudang facility’s opening follows the Zhangjiagang facility being awarded SAF “whitelist” status by Chinese regulators two weeks earlier. The designation formally recognizes EcoCeres’ eligibility to supply SAF to domestic and international airlines and confirms compliance with local regulatory standards.

Malaysia petroleum giant Petronas along with Italy’s Eni biofuel and Japan’s Euglena broke ground in November 2025 for a 650,000 metric ton biofuel facility in Johor, which is expected to be completed in the second half of 2028.
