Adm. Stanley R. Arthur (USN, Ret.) has been named vice president-naval systems and Lawrence J. Cavaiola has been appointed director of technology special projects for Loral Corp., Arlington, Va. Cavaiola was special assistant to the U.S. Defense secretary.
