U.S., Romania advance toward open skies
U.S. and Romanian negotiators made "very good progress" toward signing an open-skies pact that would be phased in "along the lines of the U.S.-Czech agreement," a U.S. government official said yesterday. The parties agreed to meet again in Bucharest Dec. 4-5.
