Raytheon Systems Co., Falls Church, Va., is being awarded a $43,897,944 firm-fixed-price, cost-reimbursable-no-fee contract to provide for FY2000 contractor field service representatives in support of the ground stations, sensors, and data links supporting the U-2 aircraft. There were eleven firms solicited and two proposals received. Contract period of performance is Oct. 1, 1999 through Sept. 30, 2000. Solicitation issue date was March 1, 1999. Negotiation completion date was July 2, 1999.

A PROGRESS resupply capsule docked with the Mir orbital station Sunday, bringing Mir's three-man crew two-and-a-half tons of food, water and supplies, including a special control device designed to keep the station stable after the crew abandons it next month. Launched from the Baikonur Cosmodrome Friday after Kazakhstan lifted a launch ban there (DAILY, July 18), the Progress docked automatically with Mir at 1:53 a.m. EDT Sunday.

The House Appropriations Committee has boosted the Pentagon's budget for E/A-6B jammer aircraft enhancements. With the retirement of Air Force EF-111 aircraft, the E/A-6B has become DOD's primary escort jammer aircraft to support combat strike missions, the committee said in a report accompanying its FY '00 defense spending bill. The bill passed the committee last week and is due to go to the full House for consideration this week (DAILY, July 19).

EMIT of Israel will begin operational flight tests of its stealthy Blue Horizon 2 unmanned aerial vehicle (UAV) next month for Singapore, according to a company official. The tactical reconnaissance UAV is powered by a shrouded propeller mounted on the rear of the aircraft and has an flight endurance as long as 17 hours. With a maximum take-off weight of 150 kilograms, the aircraft needs up to 250 meters of runway for take-off and 300 meters for landing unless the emergency parachute is activated.

Lockheed Martin won a $2.5 billion contract to build 50 F-16I fighters for Israel, beating out Boeing's F-15s for the second major order this summer. The F-16 contract with Israel includes options to buy an additional 60 planes for a total value of $4.5 billion. Israeli companies will supply electronics, weapons, cockpit systems and airframe components for the F-16, claiming about 25% of the contract value.

Sikorsky Aircraft Corp., Stratford, Conn., is being awarded a ceiling priced $38,700,000 cost-plus-incentive-fee contract for the design and development of two SH-60R test articles, non-recurring engineering, integrated logistics support management, standard depot level maintenance, and service life extension. Work will be performed in Stratford, Conn., and is expected to be completed by July 2002. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured.

Northrop Grumman Corp., Field Support Services, Inc., Baltimore, Md., is being awarded a $9,747,574 modification to previously awarded contract N00019-98-C-0168 for the incorporation of engineering change proposal 1287 (9000 hour time compliance requirements (TCRs)) into the F-14A/B/D aircraft. This 9000 hour TCR is a major inspection and repair, which will greatly extend the service life, if necessary, of the F-14A/B/D aircraft. Work will be performed in Baltimore, Md., and is expected to be completed by July 2000.

The U.K. Ministry of Defense awarded a simulator training contract to Thomson ACE Aircrew Training Ltd., indicating continued operation by the Royal Air Force of its upgraded Tornado GR.4 interdictor-strike aircraft for at least 22 more years. Thomson - a subsidiary of Thomson Training&Simulation Ltd. - received a 22-year contract valued at 175 million pounds ($271.25 million), which is being placed through the Ministry's new Private Finance Initiative (PFI), associated with last year's Strategic Defense Review and Smart Procurement measures.

Lockheed Martin Tactical Aircraft Systems recently shipped the eighth F-22 mid-fuselage from Fort Worth, Tex., to Marietta, Ga., where it will be mated with the rest of the aircraft. The midsection was the second delivered this year and will be part of the third Raptor equipped with a full suite of avionics. When completed, the avionics aircraft will be the sixth flying F-22.

Aerospace component makers Allfab Aerospace Corp., Mamco Manufacturing Inc., and Quality Aluminum Forge Inc. (QAF) have merged and will operate as subsidiaries of the new Neuvant Aerospace Crop., Alistar Capital Group reported yesterday. Alistar, the controlling shareholder of Allfab, will be the controlling shareholder of Neuvant. Mamco and QAF were previously owned by a subsidiary of Vestar Capital Partners, a New York investment firm.
