SCIENCE APPLICATIONS INTERNATIONAL CORP., San Diego, has received a $5.1 million contract for the "Laser Hardened Concepts IV" effort from the U.S. Air Force Wright Laboratory's Materials Lab, according to a July 14 Commerce Business Daily notice. The contract was awarded July 6.

Lockheed Martin Corp. yesterday announced second quarter net earnings of $273 million, not including a $525 million pre-tax charge for merger expenses. The earnings represented a 19% increase over the combined earnings of the former Martin Marietta and Lockheed corporations during the first quarter of 1994, excluding a $50 million pre-tax payment Martin Marietta received from Grumman for termination of a merger agreement. When Lockheed Martin's merger expenses are factored in, the company lost $53 million for the first quarter of 1995.

Magellan Systems Corp., a subsidiary of Orbital Sciences Corp. since late last year, has put a hand-held Global Positioning System (GPS) receiver on the market for less than $200 a copy. Comparable in size to a television remote control, the "GPS 2000" displays navigation information on four backlit LCD displays. Able to run for about 17 hours on four AA alkaline batteries, the portable navigator will show speed, direction of travel, distance and bearing to the destination. It will also point the way to the destination, according to Orbital.

House Science Committee members yesterday voted to authorize an additional $274.4 million for NASA's Mission to Planet Earth program in a bipartisan move that could ease pressure on the Earth Observing System (EOS), but only after stipulating that the agency must formally ask Congress to reprogram the funds from other items in its budget.

FLIGHTSAFETY INTERNATIONAL said its FlightSafety Services Corp. subsidiary has received a $52 million modification to a U.S. Air Force contract to upgrade the visual systems on seven C-5 full flight simulators. The simulators, operated by FlightSafety for the Air Mobility Command, are located at Altus AFB, Okla.; Dover AFB, Del.; Travis AFB, Calif., and Westover ARB, Mass.

LORAL FEDERAL SYSTEMS, Gaithersburg, Md., won a $400 million Air Force contract to support the Global Positioning System (GPS) operating contract. The contract is expected to be completed by July 2002.

The Defense Dept. should accept commercial software solutions that don't meet 100% of requirements in order to reduce the fielding time for technology, DOD's C3I acquisition chief says. "If it's an 80% solution that meets 80% of our needs, then we ought to go for it, because we can get that out there faster and quicker and probably reduce and remove some of the systems that are out there," Anthony Valletta, deputy assistant secretary for command, control, communications and intelligence acquisition said in an interview in his office last week.

The European Commission will not make a decision on the regional aircraft joint venture between Aerospatiale, Alenia and British Aerospace "before the month of October at the earliest," a commission source said. The European Union's competition watchdog decided yesterday to consider the case in the light of Article 85 of the EU Treaty-regarding the prohibition of abusive dominant position on the market-instead of the 1989 Merger Regulation. A practical consequence of the decision is to extend the investigation's timetable.

Orbital Sciences Corp. blamed second-quarter losses on the failure of its second Pegasus XL booster in a repeat of the company's 1994 results, when failure of the first Pegasus XL also drove down earnings. The Dulles, Va.-based space services company reported second quarter earnings of $64,589,000, with a gross profit of about $16,783,000 and a net loss of about $727,000.

Boeing Co. yesterday reported small increases in second quarter sales and earnings, excluding the effects of a one-time special retirement program charge. Second quarter sales were $5.55 billion, up 3% from the same period a year before, while net earnings were $254 million, up 14%, excluding the one-time retirements charge. The company lost $231 million during the quarter when the $600 million pre-tax charge is factored in.

McDonnell Douglas yesterday announced the elevation of its chief financial officer to the newly created position of deputy president of its aerospace operation. The promotion of Herbert J. Lanese, 50, was made to help prepare him to succeed John Capellupo, 60, as president of McDonnell Douglas Aerospace when he retires "within the next few years," the company said. In making the announcement, McDonnell Douglas CEO Harry C. Stonecipher praised Lanese's "significant role in McDonnell Douglas' great turnaround."

A unit of Comsat Corp. has beat out teams led by Hughes, Loral, AT&T and MCI for a contract to provide satellite communications and bandwidth services to the U.S Defense Dept. Comsat RSI's contract for the Commercial Satellite Communications Initiative is initially valued at $3.7 million. But the Pentagon can order up to 45 transponder leases and up to five bandwidth management centers over the coming decade, bringing the contract's total potential value to more than $750 million, Comsat said.

July 18, 1995 McDonnell Douglas Corporation, St. Louis, Missouri, is being awarded a $50,000,000 modification to previously awarded contract N00019-93-C-0214 for FY 95 requirements for remanufactured AV-8B aircraft for the U.S. Marine Corps. Work will be performed in Hazelwood, Missouri (73%), and Kingston, England (27%), and is expected to be completed by September 1997. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Washington, D.C., is the contracting activity.
