Mark Bitterman has been appointed vice president of government relations. He joined the company as director of government relations in 1992. He will continue serving Orbital as the focal point for congressional relations, executive branch policy, and liaison with state and local governments. Prior to joining Orbital, Bitterman was a special assistant for legislative affairs in the Office of the Secretary of Defense.

White House efforts to set a new national space policy and a more specific policy dealing with the Global Positioning System have gotten caught in the budgetary "train wreck" with Capitol Hill. Although the White House science office was expecting to release the GPS policy last month (DAILY, Oct. 30, page 171), and the target date for release of the overarching space policy was Nov. 1, uncertainty over the fiscal 1996 budget has had a domino effect on the policy work.

Lansdale, Pa.-based AEL Industries won its first toehold in what it hopes will be a growing small spacecraft electronics market with a deal to supply components for Loral's Globalstar satellites. AEL reported that its Microwave/Antenna Div. was selected to supply power detector hybrids for the communications satellites, incorporating state-of-the-art Heterojunction Bipolar Transistor (HBT) chip technology.

A Joint STARS deployment would require sending the two E- 8A aircraft that were sent to the Persian Gulf for Desert Storm. Fogleman says the Gulf War was "very disruptive on the [Joint STARS] test and development of the system." But with development now almost complete, Fogleman says, a deployment would be less disruptive. Funds "specifically aimed at a contingency deployment" are already in the program, he says.

After six years of steady shrinkage in the aerospace and defense business, more than half a million U.S. jobs have evaporated, with California's aerospace establishment hardest-hit. So who has recovered most strongly? California, which is the only U.S. state that managed to replace just about all the jobs it lost during the recession early in the decade - 520,000 in all, and many of them in aerospace. The latest numbers from the state's Employment Dept. show California ahead of all other U.S. states in creating jobs, with no signs of stopping.

COMANCHE contractors said Friday they made "significant progress" last week preparing for the first flight of the armed scout helicopter. The Boeing/Sikorsky Comanche team completed stress testing on the static test article; completed proof and operations testing on the fantail system, and installed the environmental control system and integrated infrared suppression system on the prototype helicopter. The latest mission equipment package software was also delivered, the Boeing/Sikorsky team said.

With President Clinton having allowed the $243 billion defense appropriations bill to become law, he now has a number of options he can pursue to pay for U.S. peace monitoring operations in Bosnia. He can send Congress rescission legislation which eliminates funds for various programs, or he can submit reprogramming requests. Defense Secretary William J. Perry told the House National Security Committee Thursday that "approximately $2 billion [for Bosnia operations] will come out of the appropriations bill. It will be reprogrammed from that bill."

United Technologies' Hamilton Standard signed a contract to buy all the assets of Dynamic Controls Corp. for an undisclosed price and expects to close the deal in April. "We are continually exploring joint ventures, partnerships and acquisitions to help grow our business in ways that fit our product line capabilities," said Hamilton Standard President Raymond P. Kurlak. "The acquisition of DCC complements and enhances our existing business."

Pratt&Whitney is folding its engine aftermarket operations together to offer airline customers a fleet management program, a little less than half a year after rival General Electric did the same thing to create a business approaching $2 billion in sales.

A. Anton ("Tony") Frederickson, previously chief of the Special Projects Division, at the Defense Nuclear Agency, has been named general manager for the Titan Research and Technology (TRT) Division. Frederickson succeeds Ken Kreyenhagen, the founder and general manager of TRT, who has retired from the company. Jerome Beauchane has been named general manager of the Command and Information Systems Division.

E-8 Joint STARS planes stand a good chance of being deployed to Bosnia, but Foglemen says that such a deployment "will be Gen. [George] Joulwan's call." Joulwan, NATO's Supreme Allied Commander, has the lead on Bosnia operations.

Procurement activity continued virtually unabated at the Defense Dept. last month despite the brief government shutdown as the Pentagon awarded $2,884,200,000 in an even 100 major contracts ($1 million or more), down slightly from 114 contracts totaling $2,984,700 the previous month.

Reprogrammings can backfire in that they are not acted on by the full House and Senate, but by the four committees with jurisdiction. In practical terms, this means that if Clinton wants to reprogram the $493 million B-2 bomber long lead funding in the appropriations act, it can be blocked by the House Appropriations national security subcommittee, if Rep. Norman Dicks (D-Wash.), the leading B-2 proponent in the House, can convince a majority of the subcommittee to follow his lead.
