The Obama administration in May unveiled a $16 billion budget proposal for fiscal 2010 that focuses on the Next Generation (NextGen) air traffic control system and controller staffing issues. The fiscal 2010 budget sidesteps the funding issue, but only for a year. The administration expects to renew its push for dramatic changes in aviation funding beginning in 2011, the administration budget documents say.

FlightSafety International says 40 of its full flight simulators have been qualified under the EASA flight simulator training device catch-up process, which allows European licensed flight crews under EASA to train with simulators located outside EASA member states’ jurisdiction. The 40 simulators are located at 15 FlightSafety learning centers in North America. Three new simulators at its London/Farnborough training center also received JAA Level D qualification from the U.K.’s Civil Aviation Authority.

Lufthansa Technik’s ‘nice’ inflight entertainment and cabin management system became available for retrofit to Bombardier Global and Challenger business jets. Nayak Aircraft Service will offer several support options for the Sukhoi Superjet, according to Sales Manager Friedrich-Wilhelm Wilms. There are six maintenance sites: Five are in France, and one is in the Netherlands, at Amsterdam Schiphol Airport. (They also have KLM U.K. Engineering, which provides MRO services for narrowbody and regional aircraft at its facility at Norwich International Airport.) American and Polish crews delivered the first of five refurbished and upgraded Lockheed C-130E military transports plus spares on March 24, to the Polish air force (SPRP) at Powidz Air Base, for service with its 14th Airlift Squadron. Northrop Grumman redelivered the U.S. Air Force’s first B-2 Stealth bomber equipped with a new radar, following installation of radar hardware developed by Raytheon Space & Airborne Systems under contract to the OEM and prime contractor. The Air Force plans to equip several operational B-2 aircraft with the new radar as part of the system development and demonstration phase of its B-2 radar modernization program. It will carry out more field tests with these aircraft to gather data in support of future fielding decisions.
A US Airways V2500 engine set a new time on wing record, completing 30,520 flying hours on its first run. This is the third time a US Airways engine has surpassed 30,000 hours before being removed for its first scheduled overhaul, and breaks the previous IAE time on wing record, also held by a US Airways engine.
