MISSING LINK The Controller-Pilot Data Link Communications (CPDLC) program, a key effort in the FAA's plan to increase national airspace system capacity in the coming decade, is the first--but not the last--casualty in the agency's review of what air traffic control advances airlines can afford to take advantage of in the near term. The agency is shelving CPDLC rather than expand work beyond operational testing already conducted in Miami airspace, because it doesn't want to put its money where the carriers won't put theirs.
