Concerns over capability and intent have traditionally been the mantra of intelligence communities. In the case of Europe's guided-weapons sector, the question is just how much of its considerable capability do governments intend to nurture. The truism that there's a capability gap between Europe and the U.S. is often used as the launch point to debate whether Europe has the capacity or the will to begin addressing this potentially crippling malaise for any form of Atlantic alliance.

A supposed "strip search" of former Indian Defense Minister George Fernandes at Dulles International Airport last year prompted an apology from Deputy Secretary of State Richard Armitage during a visit to New Delhi last week. Armitage said he was "horrified" by the report. But apparently it wasn't quite so horrific. The story apparently erupted because political opponents were trying to embarrass Fernandes. He says that he was asked to remove his coat, shoes and socks after a key in his pocket set off the airport's metal detector.
