House Democrats and Speaker Nancy Pelosi delivered the goods on their first legislative pledge: passing homeland security legislation 299-128 that enacts most unfulfilled recommendations from the 9/11 commission. But the White House says it can't support the legislation in its present form, and the Office of Management and Budget has "serious concerns" about several provisions, including one that would phase in requirements over the next three years to inspect all cargo on passenger aircraft to the same degree passengers and their luggage are screened.
