ROHR INC., Chula Vista, Calif., reported earnings of $14.9 million on sales of $277.7 million in its 1998 first quarter. In the first quarter of 1997, it earned $6.8 million on sales of $201.9 million. The company credited most of the sales gains to increases in commercial programs.
