Global Regulatory Update, Oct. 4-10, 2020

The Civil Aviation Authority of Singapore will on Oct. 8 lift border restrictions for visitors from Australia, excluding Victoria State, and Vietnam. Applicants must have remained in either Australia or Vietnam in the last consecutive 14 days prior to their entry. They will undergo a COVID-19 test upon arrival in Singapore and, if the result is negative, they will be allowed to go about their activities in Singapore, without need to stay at home.

India’s Director General of Civil Aviation allows individuals to apply for contract positions as flight operations inspectors until Oct. 5.

EASA has issued safety information bulletin 2017-01r1 on safety precautions regarding the transport by air of damaged, defective or recalled lithium batteries.

EASA has issued proposed airworthiness directive 20-149 for Rolls-Royce Deutschland Trent 1000s, regarding introduction of intermediate pressure compressor blade kits, effective 14 days after airworthiness directive is issued.

EASA has issued proposed airworthiness directive 220-148 for Saab 2000s, requiring modification of landing gear transfer valve installation, effective 14 days after airworthiness directive is issued.

EASA has issued airworthiness directive 2013-0223R1 for Rolls-Royce Deutschland RB211 Trent 800s, requiring inspection and replacement of low pressure turbine bearing support and exhaust case assembly, effective Oct. 7, 2020.

EASA has issued proposed airworthiness directive 20-150 for certain Rolls-Royce Deutschland Trent 1000s, amending time limits, maintenance checks and maintenance program, effective 14 days after airworthiness directive is issued.

EASA has not adopted FAA airworthiness directive 2020-18-13 for certain Boeing 737s.

EASA has issued proposed airworthiness directive 20-154 for Fokker F28 Mark 0070s and 0100s, amending airplane flight manual section on abnormal procedures, effective 14 days after airworthiness directive is issued.

FAA has issued airworthiness directive 2020-20-04 for all Rolls-Royce AE 2100D3s, requiring revising the airworthiness limitations section of the maintenance manual and the operator's approved continuous airworthiness maintenance program, effective Oct. 14, 2020.

FAA has issued airworthiness directive 2020-17-15 for MHI RJ Aviation CRJ 100s, 440s, 700s, 701s, 702s, 550s, 705s, 900s and 1000s, requiring revising the existing airplane flight manual to update the flight management system, inertial reference system and attitude and heading reference system limitations, effective Nov. 3, 2020.

FAA has issued airworthiness directive 2020-20-11 for certain GEnx-1B64/P2s, -1B67/P2s, -1B70/P2s, -1B70C/P2s, -1B70/75/P2s, -1B74/75/P2s, -1B76/P2s, -1B76A/P2s and GEnx-2B67/Ps, requiring removal of certain high pressure turbine rotor stage 2 disks and the removal of a certain stages 6-10 compressor rotor spools before reaching their new life limits, effective Nov. 3, 2020.

FAA has issued airworthiness directive 2020-20-12 for all GEnx-1B64s, -1B64/P1s, -1B64/P2s, -1B67s, -1B67/P1s, -1B67P2s, -1B70s, -1B70/75/P1s, -1B70/75/P2s, -1B70/P1s, -1B70/P2s, -1B70C/P1s, -1B70C/P2s, -1B74/75/P1s, -1B74/75/P2s, -1B76/P2s and -1B76A/P2s, requiring installation of electronic engine control software, version B205 or later, effective Nov. 5, 2020.

Russia and Indonesia have amended their Memorandum of Understanding to adopt applications for airworthiness from 2002. This Memorandum enables cooperation and work on the new bilateral Working Agreement on Airworthiness Cooperation, which aims to support and simplify the validation of promising Russian aircraft exported to Indonesia. Since 2015, Rosaviation has been signing new and updating previously concluded agreements with aviation agencies of foreign importing states of Russian civil aviation equipment for cooperation in the field of certification and airworthiness.

Transport Canada has issued safety information bulletin CASA-2020-08 for De Havilland Aircraft of Canada DHC-8-400s regarding a number of reported occurrences of the forward cowl door departing from the aircraft on take-off following maintenance access to the powerplant area, resulting in damage to the wing leading edge, wing skin and vertical tail structure.

Transport Canada has issued airworthiness directive AD CF-2020-32 for Airbus Canada A220-100s and -300s, requiring inspecting the aft wing-to-body fairing structure and repairing any cracks or damage found, adjusting the load on the two.
