Global Regulatory Update, July 5-11, 2020

The Civil Aviation Administration of China has issued the 5th edition of its Preventing Spread of Coronavirus Disease 2019 (COVID-19) Guideline for Airlines.

The Civil Aviation Authority of Thailand says an aircraft carrying persons shall be banned from entering into an airport in Thailand unless it is a state or military aircraft, an emergency landing flight, a technical landing flight without disembarkation, represents humanitarian aid, medical, relief, repatriation or cargo flight or is a passenger flight carrying the persons permitted to enter Thailand as prescribed in regulations.

The Civil Aviation Authority of Vietnam, noting that the Pakistan Aviation Authority discovered more than 250 Pakistani pilots using fake aircraft licenses, is conducting a review and evaluation of Vietnamese pilots to ensure that the licensing and rating procedures for foreign pilots comply with Vietnam's Ministry of Aviation Safety Regulations.

India’s Director General of Civil Aviation has decided that international passenger flights will remain suspend through July 15, 2020.

EASA has issued proposed airworthiness directive 20-100 for CFM56-3s and -7Bs, requiring modification of accessory gearbox, effective 14 days after airworthiness directive is issued.

EASA has issued proposed airworthiness directive 20-099 for ATR72s, amending time limits and maintenance checks under certification maintenance requirements and airworthiness limitations, effective 14 days after airworthiness directive is issued.

EASA has issued airworthiness directive 2020-0144 for Airbus A350-1041s and -941s, requiring inspection of forward and aft cargo door retaining rings, effective July 13, 2020.

EASA has issued safety information bulletin 2020-12 on notice to airmen format on COVID-19 measures.

EASA has issued proposed airworthiness directive 20-101 for Airbus: A350-941, requiring software modification of flight control and guidance system for ram air turbine performance and modification of air conditioning electrical power supply to air generation system ram air actuators, effective 14 days after airworthiness directive is issued.

FAA has issued special airworthiness information bulletin NE-11-56R4 advising that jet fuel made from certain synthetic blending components that meet the requirements of ASTM International Standard D7566 are acceptable for use on aircraft and engines certificated for operation with D1655 Jet A or Jet A-1 jet fuel if they are re-identified as D1655 fuel.

FAA has issued airworthiness directive 2020-14-02 for Boeing 747-100s, -100Bs, -100B SUDs, -200Bs, -200Cs, -200Fs, -300s, -400s, -400Ds, -400Fs, 747SRs and 747SPs, correcting an earlier airworthiness directive, effective July 28, 2020.

FAA has issued airworthiness directive 2020-13-06 for certain Pratt & Whitney Canada PW150As, requiring replacement of certain high-pressure centrifugal impellers, effective August 6, 2020.

Russia’s Federal Air Transport Agency reports passenger traffic of Russian airports rose by 29% in May. International passenger traffic jumped by 61.5% in the month to 49,100 people, and domestic traffic rose by 28.3% to 1.85 million passengers.
