Some years ago, Alfred E. Kahn, Cornell Professor and former CAB Chairman, coined the phrase ``deregulatory schizophrenia'' to describe his attitudes toward economic deregulation.
Kahn indicated his attitudes comprised two components: a clear preference for relying on competition wherever it appears it will do the job, and a skepticism about relying entirely on the unregulated market since economic deregulation cannot mean simple ``laissez-faire.''
