Intelligence: Pilot Deviations Dropping, But Still Most Common Incursion Cause

Pilot deviations are still the most common cause of runway incursions, but FAA says their number is dropping. Pilot deviations accounted for 57% of all incursions from Fiscal Year 2000 to FY2003. There were 247 in FY2000 and 174 in FY2003.
