ORANGE COUNTY, CALIFORNIA named O.B. Schooley as airport director at John Wayne Airport with responsibility for all operations of the facility located in Costa Mesa. Schooley had been assistant director of the airport since early 1991. In announcing Schooley's appointment, officials noted that he has lived within two miles of the airport his entire life.

BOB STAIB was named vice president of sales-west for Executive Jet, Inc. Staib, who will be based in Dallas, has 33 years of aviation experience, most recently as vice president, sales for Raytheon Aircraft.

Federal Aviation Administration today will open an office intended to keep closer track of suspected unapproved aircraft parts, Peggy Gilligan, deputy associate administrator for regulation and certification, said last week. William Machado, manager of the aircraft evaluation group for the New England Region, will head the Suspected Unapproved Parts Program Office temporarily "to get us up and running as quickly as possible," Gilligan said.

AlliedSignal plans to relocate its avionics operations in Prescott, Ariz., to existing facilities in Olathe, Kan. by mid-1996, the company said last week. About 200 employees in Prescott will be affected. They can apply for jobs in Olathe or seek other jobs with the company in Arizona, where AlliedSignal has approximately 9,000 employees in several divisions. The Prescott facility, part of the company's Aerospace Commercial Avionics Systems, makes flight management and communications systems for general aviation and corporate aircraft.

DUNCAN AVIATION is undertaking a facility expansion and improvement project at its Lincoln, Neb. facility that will update the lobby, provide more maintenance space and create a separate chemical storage building. While construction is under way, Duncan will provide lobby services from a temporary office located on the ramp. Officials expect construction to be complete by spring.

OGDEN CORPORATION, whose businesses include airline fueling operations at many airports, told analysts in New York last week the company plans to sell off several divisions to concentrate on three core businesses, entertainment, aviation and projects (waste to energy, independent power and water/wastewater businesses). The units to be sold, facilities services, technology services and environmental services, have collective annual revenues of approximately $700 million.

While commending the Federal Aviation Administration for its quick response to recommendations for upgrading the standards of scheduled Part 135 operators, National Transportation Safety Board Chairman James Hall said he hoped FAA "exercises good common sense" in implementing the new standards.

NATIONAL TRANSPORTATION SAFETY BOARD officials were pleased with the response to NTSB's seminar this month regarding the safety implications of fatigue on transportation workers and possible countermeasures (BA, Sept. 25/132). The symposium drew nearly 600 participants - 220 involved in aviation - from 15 countries, including representatives of management, labor and academia.

FEDERAL AVIATION ADMINISTRATION issued special certification conditions for the Canadair Challenger CL-600-2B16 (CL-604) airplane designed to ensure protection of the aircraft's digital electronic flight instrument system (EFIS) and Engine Indication and Crew Alerting System (EICAS) from the effects of high-intensity radiated fields. The special conditions, similar to those issued for most new aircraft models with sophisticated avionics installations, were published in the Nov. 8 Federal Register.

WERNER AERNE was appointed vice president/general manager of Jet Aviation Zurich. Aerne joined Jet Aviation in 1978 as line maintenance and production manager and in 1983 added customer service and airline line maintenance within the Jet Aviation Group to his duties.

UNISYS CORP. acquired the marketing rights to Computer Resources International's software solutions for "emerging areas of aircraft maintenance and engineering." The Denmark-based CRI product suite combines document management software that manages digitized information supplied by aircraft manufacturing with work flow planning tools and other progress planning enhancements.

RAYTHEON Model Hawker 1000 and BAe 125-1000A series airplanes (Docket No. 95-NM-42-AD; Amdt. 39-9404; AD 95-21-17) - requires an inspection for damage to an electrical cable loom (wire bundle). This amendment also requires tying back the loom with a cable tie to the cable loom support bracket, and repair, if necessary. This amendment is prompted by a report indicating that damage had occurred to the electrical cable loom.

CLARK STEVENS, president and chief operating officer of Mesa Air Group, was elected chairman of the Regional Airline Association's board of directors at the group's fall meeting in Washington, D.C. last week. Mesa Air Group comprises six regional airlines operating 177 aircraft in 30 states. Stevens replaces Kerry Skeen, president of Atlantic Coast Airlines. New RAA board members include Dan Garton, AMR Eagle; Bryan Bedford, Mesaba Aviation; John Selvaggio, Midway Airlines; and, Dick Nelson, Skyway Airlines.

Ted Stevens (R-Alaska) to waylay proposed user fees, the Senate Commerce Committee Thursday approved by voice vote an altered version of the controversial Federal Aviation Administration reform proposal that would levy a series of new charges on aviation and specifically target business jets for increased taxes. EXEMPTION NO. 5127, which permits National Business Aircraft Association members to operate in specified areas of the Western Atlantic, the Caribbean and the Gulf of Mexico with a single long-range navigation device, has been extended by FAA.

MOONEY AIRCRAFT CORP. received an order from Western Michigan University for three Ovation aircraft. The planes, which will be used for flight training, will be equipped with an electronic flight instrument system, IFR approach global positioning system, flight director/autopilot and radar altimeter. Western Michigan will take delivery of the first Ovation early this month.

ROBERT NEGUS was promoted to aircraft sales manager for Elliott Aviation's Omaha, Neb. facility. Negus, who previously was involved in the marketing of the facility's flight operations, will be responsible for selling new Beech Bonanzas, Barons, King Air C90Bs and -SEs and Jetstream 31 and 41 corporate shuttles in addition to a variety of used turbine- and piston- aircraft.

JACK FROST was named president and chief operating officer of PATS, Inc., the Columbia, Md.-based supplier of auxiliary fuel systems and auxiliary power units. Frost joined PATS in 1991 as vice president, business development. A former captain in the U.S. Marine Corps, Frost has headed marketing and sales for two aerospace manufacturing companies and also led worldwide sales for FlightSafety International. In his new position, Frost will report to Harvey Patrick, founder and chairman of PATS.

NATIONAL AVIATION ASSOCIATIONS COALITION last week maintained its stand against the proposed user fee system, saying in a statement that "a more comprehensive and detailed review of the FAA's budget projections of the aviation system needs is required.

Despite strong industry support, the Department of Transportation last week stepped up its opposition to a bill in the House to make the Federal Aviation Administration an independent agency. The bill, H.R.2276, co- authored by Reps. John Duncan (R-Tenn.) and Jim Lightfoot (R-Iowa), was approved by voice vote Wednesday in the full House Transportation and Infrastructure Committee after receiving similar approval in the House aviation subcommittee late last month (BA, Oct. 30/191).

AEL INDUSTRIES, INC., Lansdale, Pa., said its Cross Systems Division in Alpharetta, Ga., will participate in the Royal Norwegian Air Force DA-20 Falcon electronic warfare update program. AEL will team with prime contractor Condor Systems, Inc., of San Jose, Calif.; BTG of Vienna, Va; and, Aeromet, Tulsa, Okla., on the contract awarded by the Royal Norwegian Air Force Material Command. In addition to work on the EW suite, the team will be responsible for integration of equipment developed by the Norwegian Defense Research Establishment.

BUDGET RECONCILIATION LEGISLATION, which heads to a House/Senate conference following passage of separate bills by each body late last month, includes an extension of the exemption from the 4.3 cents-per-gallon tax on commercial jet fuel. Commercial aviation gasoline would be included in the exemption, which would be extended two years under the House bill and 17 months under the Senate bill.

FEDERAL AVIATION ADMINISTRATION commissioned the 100th Small Tower Voice Switch (STVS) last week at the San Carlos, Calif., air traffic control tower. The STVS incorporates switching and fiber optics to provide clear and precise radio communications between controllers and pilots, allowing for more radio frequencies, the agency said. The STVS is the 205th new air traffic control system, including radars, navigation and communications systems, to be installed this year, FAA said.
