FEDERAL AVIATION ADMINISTRATION dedicated a terminal Doppler weather radar at Washington, D.C. National Airport, the 10th operational system of 45 planned installations. DOT Secretary Federico Pena said the new radar "virtually eliminates the threat of undetected, deadly windshears" and will enable air traffic controllers to "pinpoint them in arrival and departure corridors around airports." He said windshear is the "number one killer of airline passengers - over 575 deaths since 1970."

TOYOTA, after years of development, finally achieved FAA certification of a small piston engine designed for general aviation aircraft. Hamilton Standard, which has been involved in the program for three years, said the FV4000-2TC incorporates a four-liter, twin turbocharged V-8 engine and a full-authority digital engine control (FADEC). Hamilton Standard said the engine "is suitable for applications for up to 360 horsepower," and features liquid cooling, an electronically controlled ignition system and electronic fuel injection.

CESSNA AIRCRAFT COMPANY will deliver a Model 208 Caravan this month to China Southern Airlines of Guangzhou. The 10-passenger Caravan, the first to be operated in the People's Republic of China, initially will be used for charter.

PRATT&WHITNEY and Aviation Industries of China's Chengdu Engine Co. formed a joint venture to produce components for commercial aircraft engines. P&W will have a controlling interest in the new company, Chengdu Aerotech Manufacturing Co. The $22 million company will produce engine components and parts to serve domestic and world airline customers.

MICHELIN AIRCRAFT TIRE CORP. Part Number 028-520-1 (22x5.75-12/10PR) tires (Docket No. 95-CE-88-AD; Amdt. 39-9500; AD 95-24-10) - publishes an AD that previously was sent to all known U.S. owners and operators of aircraft (including the Citation III, VI and VII) with Michelin Part Number 028-520-1 (22x5.75-12/10PR) tires installed on the main landing gear. This AD requires replacement of any of the affected tires with an FAA-approved tire.

Responding to press reports that Precision Standard's Pemco World Air Services subsidiary was planning a partnership with the Hyundai industrial group for the maintenance and modification of large transport aircraft, company officials confirmed that such talks are under way. Matthew L. Gold, chairman and chief executive of Precision Standard, said "it is true that Pemco has had serious discussions with Hyundai Technology Development Company concerning potential joint ventures in the U.S. and South Korea and that those discussions are ongoing.

ALLIEDSIGNAL AEROSPACE'S RE220 and 131-9[B] auxiliary power units have performed "reliably and successfully" in cold soak testing in Fairbanks, Alaska, company officials said. The RE220, slated for the Gulfstream V and Global Express business aircraft, and 131-9[B], for the next-generation Boeing 737, began the cold weather testing late last year, operating in temperatures as low as 50 degrees Fahrenheit below zero.

AAR'S Aircraft Turbine Center and Allen Aircraft units have received AS7104 full distributorship accreditation through the National Aerospace and Defense Contractors Accreditation Program. AAR, noting FAA has endorsed the voluntary accreditation standard, said the accreditation assures accuracy and traceability of parts documentation. AAR Aircraft Turbine Center distributes jets engine parts and AAR Allen Aircraft supplies airframe parts.

LUCAS INDUSTRIES formed a precision machining joint venture in Indonesia with PT Pindad (Persero) and PT Metinca Dirgantara. The new company, to be called PT Lucas Pindad Aerospace Indonesia, will be 51 percent owned by Lucas with PT Pindad controlling 34 percent of the company and PT Metinca 15 percent. The venture, based in Bandung, is expected to begin operations in mid-1996.

DELIVERIES of 15 Cessna Grand Caravans to Brasil Central Airlines begin this month, with the South American carrier due to receive the last aircraft before the end of June. The latest lot of 15 aircraft will bring Brasil Central's Cessna Model 208 fleet to 38 aircraft, making the company the largest operator of the single-engine utility turboprops outside the U.S.

ROBINSON Model R44 helicopters (Docket No. 95-SW-32-AD) - proposes to require an adjustment to the low-RPM warning unit threshold to increase the revolutions-per-minute at which the warning horn and caution light activate, and revisions to the R44 rotorcraft flight manual that prohibit flight with the throttle governor selected off, except in certain situations. This proposal is prompted by an FAA Technical Panel Review of Robinson accident history data revealing that main rotor blade stall at abnormally low main rotor RPM resulted in accidents.

National Air Carrier Association, saying the Federal Aviation Administration has "proposed the most revolutionary changes to cockpit crewmember flight, duty and request requirements in the history of aviation," has joined the National Air Transportation Association in its strong opposition to the rule. "While we are just beginning to understand the full impact of the proposal, there can be no doubt that its implementation would have a devastating effect on carriers operating under supplemental rules," NACA President Edward Driscoll said.

FAA's flight and duty time proposal is unworkable and will likely cost Alaskan commuter and on-demand air taxi operator ERA Aviation at least $500,000 annually in additional crew expenses, a company official testified last week at a field hearing called by Sen. Ted Stevens (R-Alaska).

MORE THAN SIX MONTHS after FAA Administrator David Hinson was poised to issue the agency's comprehensive revision of medical rules under Part 67, the revised medical standards have yet to be published. Hinson in August said the new regulations would be forthcoming imminently (BA, Aug. 7/55) and top agency officials one month later said the rules would be published "soon" (BA Sept. 11/109). An FAA spokesman last week said the rules are still under review at the Transportation Department and should be published within a month or so.

Following a review of ice shape testing on the Embraer EMB-120 Brasilia, the Federal Aviation Administration confirmed that the regional turboprop is not susceptible to roll control problems in freezing drizzle conditions and deemed other handling characteristics of the airplane acceptable, the Brazilian manufacturer said last week. The Brasilia is one of several regional turboprops undergoing an icing test program that began last summer.

FOUR PILOTS aboard a Model 35A Learjet are claiming a record for a 20,850- nautical mile flight around the world (BA, Jan. 29/49). The aircraft arrived at Denver's Centennial Airport at 4:28.42 a.m. Feb. 14, just 49 hours, 21 minutes and 42 seconds after departing in the Bill Daniels "Cablevision Tool" Learjet. The crew members were Mark Calkins and Dan Miller of the Bill Daniels flight department, former astronaut Charles (Pete) Conrad and former LTV Chairman Paul Thayer.

LOCKHEED MARTIN hopes to auction off production equipment from a former Lockheed ballistic missile plant in Texas. Michigan-based auctioneers Norman Levy Associates will put 12,000 lots of industrial machinery up for sale during a six-day public selloff at the Abilene, Texas plant, beginning April 15. The plant sits on 25 acres, and the land and buildings also are for sale.
