K-C Aviation has scheduled a series of training sessions for operation and maintenance of the T62T series Sundstrand auxiliary power unit. The three-day sessions will provide information on the various Sundstrand APU models, installation, APU hot section inspection, electrical interface systems troubleshooting with the latest test equipment, and APU test stand runs with an operating APU. K-C Aviation also said it would schedule two- day, on-site customer sessions, based on the hosting facility and student enrollment.

The Pentagon is looking for a way to protect the use of the Global Positioning System by U.S. forces and their allies during conflicts while preventing its use by adversaries, according to a Commerce Business Daily notice by the Navstar GPS Joint Program Office. The military has expressed concern for years about the vulnerability of GPS in theaters of conflict, and the issue may be playing a role in delaying a long-expected announcement by the White House on a national GPS policy.

CINCINNATI AVIONICS, an FAA-approved repair station and full-service avionics shop, has opened as a division of Eastern Cincinnati Aviation, a fixed-base operation located on Clermont County, Ohio Airport. Cincinnati Avionics, which also will serve as the avionics installation facility for its airport neighbor Air Mod, supports a range of avionics products including those manufactured by Bendix/King and Garmin. Air Mod performs aircraft renovations.

WAYFARER AVIATION, White Plains, N.Y., added a Falcon 900B to its charter fleet. The new aircraft, which can accommodate up to 14 passengers in a two-compartment cabin, is based in Teterboro, N.J. Wayfarer, the aircraft management and charter operator formerly known as Wayfarer Ketch, celebrated its 40th anniversary last week.

JETSTREAM Model ATP airplanes (Docket No. 95-NM-160-AD) - proposes to require repetitive inspections to detect damage of the antenna mounting reinforcing plates and surrounding fuselage skin. If any damage is found, the proposed AD would require replacement of the reinforcing plate with a new reinforcing plate and/or repair of the surrounding fuselage skin, which would terminate the repetitive inspection requirements. This proposal is prompted by reports of corrosion found at the antenna reinforcing plates, which was caused by water seepage.

THAILAND'S Civil Aviation Training Center (CATC) took delivery of two PA- 44-180 Seminole trainers from Minor Corporation Public Co. Ltd., Piper's exclusive distributor for Thailand. The twin-engine, four-place trainers will join a number of other Piper models used by CATC, which is located at Bo Fai Airport in Hua Hin. The agency has been in operation for 35 years and has trained nearly 1,000 pilots.

The Clinton Administration, rebuffed in its attempt to impose $10 million in new fees on aviation system users last year (BA, Sept. 18/117), asked Congress last week for authority to impose $150 million in new fees. The user fee proposal is contained in the fiscal 1997 Transporation Department budget request sent to Congress last week.

Japanese aviation officials, already under pressure from U.S. government officials and business jet operators to provide landing slots for business jet operations, are expected to receive similar, formal requests from business jet operators in their own country to make Japanese airports more accessible.

EXCEL AIRCRAFT SERVICES, a Mena, Ark. aircraft exterior refinishing and modification company, opened a new corporate aircraft painting facility. The 10,000-square-foot facility will accommodate Gulfstream-size aircraft. The addition increases Excel Aircraft Services' total hangar space to more than 30,000 square feet.

BEECH Model BAe 125-1000A and Hawker 1000 series airplanes (Docket No. 95-NM-180-AD) - proposes to require a one-time inspection for damage and adequate clearances between the flap cables and turnbuckles, airbrake cables and turnbuckles and all other flight control cables and turnbuckles at keel sub-frame 15. The proposal also would require various follow-on actions, if necessary. This proposal is prompted by reports of chafing due to insufficient clearance between the flaps turnbuckle and the subframe and between the airbrakes cable and the sub-frame.

DASSAULT INTERNATIONAL expanded its factory support team in Paramus, N.J. with the addition of Vincent Edery and temporary assignment of Dominique Sinquin. Edery, an aeronautical engineer specializing in the Falcon 2000 business jet, and Sinquin, a Falcon 2000 design engineer, will provide technical expertise to Dassault Falcon Jet's Customer Support Department. In addition, Dassault Falcon Jet named Mark Verdesco sales manager for used aircraft.

CZECH AIRLINE took delivery of two ATR 42-400 aircraft this month, following certification of the new version of the ATR twin-turboprop by the French DGAC last month. The 42-400 is powered by PW121A engines driving Hamilton Standard Ratier 568F propellers.

Assembly of the first Global Express business jet is on schedule, with power-on testing expected to begin next month, Bombardier said. The horizontal stabilizer for the first aircraft, built by Bombardier's Shorts Group in Belfast, Northern Ireland, was delivered in late February and will be installed this month. It is the final major structural subassembly for the aircraft and according to Bombardier is "one of the largest all- composite primary structures ever designed and manufactured" for a commercial aircraft.

ALBERTO CASTANEDA, a veteran business jet marketer in South America, was named regional vice president-Latin America by the Canadair Business Aircraft Division. He will be responsible for sales and marketing of the Global Express, Challenger 604 and all corporate variants of the Canadair Regional Jet throughout the region, from Mexico to Cape Horn. Castaneda, 54, spent 14 years with Learjet and three years with Gulfstream Aerospace. He will be based in Tucson, Ariz. and will report to Peter Edwards, vice president-marketing and international sales.

AVIALL'S central distribution facility in Dallas, Texas received ISO 9000 certification, which recognizes adherence to written procedures for purchasing, warehousing, selling and delivering parts, Aviall said. The company also said it implemented a warehouse management system that will enable it to trace parts by lot and/or serial number.

Officials of Westchester County, N.Y., facing allegations that the county illegally diverted $24 million in airport revenues to its general fund, appealed to Congress for an exemption from regulations prohibiting such revenue diversion. Department of Transportation's Inspector General office found that Westchester County diverted $24 million from airport funds from 1990-1993 - making it third in the country behind the State of Hawaii and Dade County, Fla. for revenue diversion - and continues to divert about $5 million to $6 million annually.

RAYTHEON AIRCRAFT said a Hawker 700 was delivered to a large aluminum mining and smelting company in Siberia. Based in Krasnoyarsk, the Hawker will fly regularly to Moscow, more than 2,000 miles away. Sib Avia Trans operates the aircraft for the aluminum company.

ALTHOUGH a provision to remove the aviation trust fund from the federal budget was pulled from the House FAA reform bill, proponents of the measure last week staged a rally to continue momentum for "off-budget" transportation trust funds. House Transportation and Infrastructure Committee Chairman Bud Shuster (R-Pa.), who introduced legislation, H.R.842, to remove transportation trust funds from the federal budget, said the bill has more than 220 co-sponsors and is expected to come up for a vote on the House floor next month. Clinton Administration officials have decided not to pursue the proposed $2.3 billion National Wind Tunnel Complex, opting to shelve the project after a System Design Review (SDR) scheduled this month. A NASA spokesman said the White House dropped plans for the advanced subsonic and transonic wind tunnels "given the tough budget environment for the foreseeable future." The decision will affect about 100 workers nationwide, and will close the National Wind Tunnel Project Office at Lewis Research Center in Cleveland by June.
