A group of tenants and users of Denver's popular Centennial Airport have filed suit in District Court in Douglas County, Colo., to block a request by a developer who wants to build a 1,500-unit apartment complex adjacent to the airport. The suit, filed earlier this month, is aimed at blocking a special use permit approved by the Douglas County Board of Commissioners. That permit, issued to Meridian Associates, would permit construction of the Fairways apartment complex.
PHILADELPHIA MAYOR Edward G. Rendell named Dennis Bouey, executive director of the Port of San Francisco, to succeed Mary Rose Loney as director of aviation for Philadelphia. Bouey, 48, was deputy director of San Francisco International Airport from 1983-1994. Rendell said that when Loney decided to return to Chicago to head the aviation department there, "the first call I made was to Dennis Bouey.
JETSTREAM Model 4101 airplanes (Docket No. 96-NM-225-AD; Amdt. 39- 9754; AD 96-19-06) - requires a one-time inspection of the airplane records to determine the serial number, the total number of hours time-in-service accumulated, and the date of installation of the yaw damper servo in the autopilot system. The record inspection also would determine if a particular kit was installed and the date of that installation. This action also requires replacing the yaw damper servo or rendering the yaw damper servo inoperative.
DUNCAN AVIATION, the aviation service company headquartered in Lincoln, Neb., is celebrating its 40th anniversary with the publication of a colorful information package tracing the history of the company from its founding by Donald Duncan and two partners in 1956 to the current day. Starting as a sales outlet and distributor for Beech Aircraft and later Learjet, Duncan Aviation has evolved into a major aircraft service facility with nearly 400 employees providing a complete range of airframe and engine work for business and corporate aircraft operators.
COLLINS will provide its RTU-4200 radio tuning unit as standard equipment on Gulfstream GIV-SP aircraft, beginning in January. Collins, noting that its Pro Line radios are standard on all Gulfstream aircraft, said the addition of the RTU-4200 will streamline the GIV-SP flight deck, saving pedestal space. The radio tuning unit provides capabilities for VHF COMM, VOR/ILS, DME, ADF and transponder.
Four former military airfields have been selected to participate in the FAA Military Airport Program (MAP). Designed to help convert the facilities to civilian commercial use, MAP will give $5.7 million to former Air Force pilot training base Williams Gateway Airport, Phoenix; $5 million to the former Bergstrom Air Force Base, now Austin Bergstrom Airport, Austin, Texas; and $1 million to the former naval station Millington Municipal Airport, Memphis, Tenn.
Don Engen, director of the National Air and Space Museum and chief fund raiser for the museum's large new facility at Dulles International Airport, is seeking innovative ideas to raise money to build the new museum. "For $100 million, I'll name it after you," Engen quipped to a luncheon audience last week. See article on Page 193.
DALLAS AIRMOTIVE was awarded a supplemental type certificate from FAA for installation of the Universal Avionics Systems UNS-1C FMS/GPS navigation system in a Gulfstream II aircraft. The UNS-1C is certified as the primary means of navigation in remote and oceanic operations.
Gulfstream Aerospace Corp., which just completed a successful initial public stock offering, said it earned $17.2 million in the third quarter ended Sept. 30, "more than eight times the $2.1 million net income in the 1995 quarter."
FLIGHT DYNAMICS said aircraft equipped with its head-up guidance system have accumulated more than one million flight hours in passenger service and more than 300,000 landings have been made using the system. The system is installed on 250 de Havilland Dash 8, Canadair Regional Jet and Boeing 737 and 727 aircraft.
THE NEW PIPER AIRCRAFT, INC. named a flight training company headed by two former Piper employees as the factory's exclusive flight training facility. Attitudes International, Inc. will provide transition and refresher training for all PA-46 Malibu, PA-34 Seneca and PA-32 Cherokee/Saratoga models, in addition to maintenance courses and "mobile flight training" programs. Attitudes International was formed in 1991 and initially provided mobile training for the Malibu/Mirage under an exclusive contract with Piper.
UNC AVIATION SERVICES, INC., Annapolis, Md., won a contract valued at more than $100 million to provide helicopter flight training services for the U.S. Army. The contract includes an $18.6 million award for the base year and a cumulative total of $101.6 million assuming all four option years are exercised. UNC will provide classroom, simulator and actual flight training in the TH-67 helicopter and provide all management and logistics support. Work will be performed at the Army's main helicopter training facility at Fort Rucker, Ala.
Hans Kruger, who has been president of Saab Aircraft AB for two and one-half years, will move to Saab Military effective Jan. 1 to head the JAS-39 Gripen business unit. Kruger will be temporarily replaced by Henrik Schroder, who currently is president of Saab Aircraft of America.

Spar Aerospace, headquartered in Mississauga, Ontario, signed an agreement to acquire substantially all the assets of Godfrey Aerospace Inc., excluding the trash compactor and beverage dispenser business. Terms of the agreement, scheduled to take effect Oct. 31, were not disclosed.
SPOILERS, INC. won FAA approval for extension of supplemental type certificate SA5777NM to cover installation of the company's "Power Pac" spoilers on the normally aspirated Beech Baron 58. The STC already covered installation of the spoilers on the turbocharged Baron 58TC and the pressurized 58P. Price of the spoiler kit, designed to permit operators to make rapid descents without having to reduce power or reduce speed, is $7,495. Canadian Industry Minister John Manley, citing the government's role in strengthening aerospace industry research and development, announced an $87 million (Canadian) loan for the 70-passenger Canadair Regional Jet (CRJ-X) program being undertaken by Bombardier. The manufacturer has not given the final go-ahead for the program, but it authorized its sales representatives this fall to begin pitching the plane to potential customers (BA, Sept. 9/114).
GENERAL ELECTRIC CT7 series turboprop engines (Docket No. 96-ANE-06) - proposes to require replacement of the gas generator turbine stage 2 forward cooling plates before the published cyclic life limits. The proposal also defines the new, reduced cyclic life limits for the affected forward cooling plates. This proposal is prompted by reports of gas generator turbine stage 2 forward cooling plate failures.
The Department of Transportation, acknowledging that boarding assistance devices will not work well with certain aircraft, exempted float planes as well as 19-seat Fairchild Metro, Jetstream 31 and Beech 1900 C and D aircraft from its requirements to provide such devices for passengers with disabilities (BA, Oct. 21/180). The new rules called for airports and commuter air carriers operating aircraft with 19 to 30 seats to jointly develop a plan within nine months to provide boarding assistance devices for passengers with disabilities.
AMERICAN CHAMPION Models 8KCAB, 8GCBC, 7GCBC, 7ECA, 7GCAA and 7KCAB airplanes (Docket No. 96-CE-36-AD; Amdt. 39-9726; AD 96-18-02) - corrects AD 96-18-02, which incorrectly referenced a model in the applicability section. The AD requires installation of removable inspection hole covers for the wing front strut attach fittings and replacement with improved fittings.
PHIL REINPOLD was named intermountain sales and service manager for Dallas Airmotive. Reinpold, a 16-year aviation maintenance veteran, previously served as the South Central regional sales manager.
DE HAVILLAND Model DHC-8-102, -103 and -301 series airplanes (Docket No. 96-NM-58-AD) - proposes to require a one-time inspection for wear and breakage of wire segments of the individual lighting units of the ceiling and sidewall lights, and replacement on any damaged wiring. This proposal also would require installation of teflon spiral wrap on the wiring of the ceiling and the sidewall lights. This proposal is prompted by reports of chafing found on the electrical wiring of the cabin ceiling lighting system.

ZGENERAL AVIATION MANUFACTURERS ASSOCIATION'S board of directors is likely to consider some organizational changes at its November meeting. Ed Bolen, the former Senate staffer who joined GAMA in mid-1995 as senior vice president/general counsel (BA, May 29, 1995/233), appears in line to become president of the organization. Ed Stimpson, who has headed GAMA for all but two years of the association's 26 years, is expected to remain active in GAMA and the GA Team 2000 program to increase the number of student pilots.
