CANADIAN MARCONI COMPANY won a $2 million contract to develop an integrated circuit and provide microwave landing system (MLS) engineering assistance to Daimler-Benz Aerospace (DASA) navigation and flight guidance systems division of Germany. DASA is developing the MLS portion of a joint Rockwell Collins-DASA multi-mode receiver that combines MLS, an instrument landing system and emerging GPS technologies in a single unit.

BRITISH AEROSPACE Model BAe 146 and Avro 146-RJ series airplanes (Docket No. 96-NM-51-AD; Amdt. 39-9878; AD 97-01-07) - requires modification of the left and right elevators and replacement of the elevator spring with a stiffer spring. This amendment is prompted by reports indicating that water and ice have accumulated at the trailing edge of the left and right elevators. This accumulation can cause the elevators to become unbalanced, and oscillate or flutter.

Civil Aviation Medical Association said FAA's policy change to permit certain insulin-dependent pilots to hold Class III medical certificates and fly as private pilots is "one of the most complicated certification programs ever fielded by the FAA." The new policy will permit selected diabetic pilots who require insulin to fly with a Class III medical certificate as student, recreational or private pilots. Previously, insulin users were prohibited from holding an FAA medical certificate.

FORMER NATA PRESIDENT Lawrence (Larry) Burian joined Legg Mason, Baltimore, Md., according to Michael H. Graham, director of the company's American Society of Association Executives (ASAE) Association Investment Program. Burian headed NATA for 18 years before resigning several years ago (BA, Oct. 11, 1993/153). Legg Mason's ASAE association investment program is "designed to address the specific needs of not-for-profit organizations," the company said, providing investment consulting for reserve funds, endowments, foundations, deferred compensation and retirement plans.

The City of Chicago plans to re-open Merrill C. Meigs Field in Chicago today, four months since the city unilaterally closed the downtown lakefront reliever facility that had accounted for some 50,000 annual flight operations (BA, Oct. 7/157).

BMW ROLLS-ROYCE, Oberursel, Germany, named Robin Bailey head of product support for the BR700 family of engines. He replaces Sandy Aitken, who is returning to the United Kingdom. Bailey has held product support posts with Cathay Pacific, Rolls-Royce, Saab and most recently, GKN Westland Helicopters, where he headed product support for the EH 101 helicopter.

SUNDSTRAND T-62T-40C series auxiliary power units (Docket No. 96-ANE- 27; Amdt. 39-9855; AD 96-25-12) - requires removal from service of certain compressor wheels in accordance with a drawdown schedule and replacement with serviceable parts, and establishes a new cyclic life limit for existing compressor wheels. This amendment is prompted by reports of compressor wheel ruptures. The actions specified in this AD are intended to prevent such ruptures, which could result in an uncontained APU failure and damage to the aircraft.

JAN MCINTIRE, who helped Cessna Aircraft stage its Cessna Expo dealer meetings back in the 1970s, was named director of corporate communications for the Wichita, Kan. manufacturer. McIntire, currently working at the Canyon Ranch Health Resort in Tucson, Ariz., is expected to begin her new duties - which include both media and community relations - later this month. McIntire is a native of Independence, Kan., site of Cessna's new single-engine production facility.

House transportation appropriations subcommittee Chairman Frank Wolf (R-Va.) last week urged President Clinton to "consider beforehand the disastrous effect that a weak nomination" could have on the Federal Aviation Administration and ensure that any nominee have a strong aviation and leadership background. "There are now rumors circulating that individuals being considered for this position have backgrounds not steeped in aviation, safety, or management of a large and diverse work force, but in general policy development," Wolf said.

Hyundai Space and Aircraft and Hyundai Precision and Industries Co. Ltd. (HDPIC) have ordered more than $26 million in machine tools to be used to produce wing spars and stringers in South Korea for McDonnell Douglas' MD-95, Cincinnati Milacron, Inc. said last week. Deliveries on the 13- machine order will begin possibly as soon as this month and continue through March 1998. The machines will be installed in a wing manufacturing plant being built in Seosan, South Korea. Production is set to begin in 1999.

AIRPORT SYSTEMS INTERNATIONAL, INC., won a contract from Swisscontrol to supply a Model 8000 Differential Global Positioning System (DGPS) ground station for the airport at Lugano, Switzerland, the company's first sale of a DGPS ground station. The contract award follows the demonstration of an interim ground station that began in October 1995 at the airport.

France's Aerospatiale and Renault are teaming to develop and sell a new generation of 180- to 300-horsepower light aircraft piston engines running on jet fuel, promising lower fuel consumption and longer stretches between overhauls. "To coordinate this program, Aerospatiale and Renault Sport have formed an equally owned subsidiary, 'Societe de Motorisations Aeronautiques,'" the companies said this week in a jointly issued statement from Paris.

JETSTREAM Model 4101 airplanes (Docket No. 95-NM-271-AD; Amdt. 39- 9856; AD 96-25-13) - requires a high-frequency eddy current inspection to detect cracks of the boundary angle and joint angle of the rear pressure bulkhead, and repair, if necessary. This amendment also requires modification of the rear pressure bulkhead of the fuselage. This amendment is prompted by a report of fatigue cracking in the rear pressure bulkhead of the fuselage.

A MISCALCULATION on the part of the Treasury Department may leave the Airport and Airway Trust Fund $1.5 billion shy of what was originally estimated, which means that the trust fund could run out of money in March if the aviation excise taxes are not reinstated soon.The miscalculation stems from the airlines' use of "safe harbor" rules for depositing aviation excise taxes collected last year as well as a lapse in the Treasury Department's authority to transfer money into the trust fund.

AIRCRAFT OWNERS AND PILOTS ASSOCIATION is warning pilots they may encounter more busy signals when calling an Automated Flight Service Station (AFSS) on the nationwide number because "FAA has cut the number of toll-free 1- 800-WX-BRIEF lines by more than 50 percent at some AFSS locations," said Marty Shuey, vice president of air traffic control for FAA. "It's an added detriment to safety if a busy signal blocks a pilot from getting a weather briefing or filing a flight plan."

Calling the Federal Aviation Administration's proposal to allow the use of single-engine aircraft in Part 135 passenger-carrying operations under instrument flight rules "a step in the right direction," the National Business Aircraft Association last week urged the agency to adopt the proposal as soon as possible (BA, Dec. 9/261). NBAA said the proposal "demonstrates the improved responsiveness of the FAA to enhancements in technology.
