BARFIELD was named a warranty repair station for Gables Engineering. Gables, based in Coral Gables, Fla., manufactures control panels for commercial aircraft, including audio selectors, smoke detection, audio panels, nav panels and comm panels. Barfield operates repair stations in Miami, Fla., Atlanta, Ga. and Long Beach, Calif.

The European Environmental Bureau (EEB), in a new policy statement to European Union members, said Europe's problem with increasing noise pollution from aircraft stems in part from the absence of a tax on aircraft fuels, and noise abatement measures should be funded by such a tax. In its "Memorandum to the Luxembourg Presidency and the EU member states," the EEB said that, despite lower emissions per aircraft movement, overall noise pollution is rising because of steadily increasing flights.

Pratt&Whitney Canada delivered the first production PW545A turbofan engine to Cessna Aircraft Aug. 31, the engine that will power the company's new Citation Excel business jet. The powerplant, rated at 3,786 pounds of thrust for takeoff, incorporates a number of new features including a 27- inch-diameter, integrally bladed rotor fan and a forced exhaust mixer that contribute to lowering the specific fuel consumption. The engine is controlled by a new Electronic Engine Control (EEC) supervising a hydromechanical unit.

EMBRAER is selecting a new advertising agency to replace New York-based Rudder Finn. Candidates are Keeton&Rich of Dallas and three New York firms - Young&Rubicam; Earl Palmer, Brown; and Bozell. The Brazilian manufacturer is seeking to combine advertising and public relations in one agency in an account described at "around" $2 million a year. Three finalists will make final presentations in October in Brazil to Embraer Chief Executive Mauricio Botelho. The contract is expected to cover Europe and Asia as well as North America.

GENERAL AVIATION accounted for 29.9 million, or 57 percent, of the 52.1 million airport operations between January and October last year at controlled U.S. airports, according to Federal Aviation Administration data. Airlines accounted for 11.6 million takeoffs and landings or 22 percent.

FOR THE FIRST TIME, FAA is making Airport Improvement Program (AIP) funds available to states and airport sponsors to maintain runways, taxiways and aprons. Previously AIP funds had been reserved for new construction or reconstruction projects, but FAA said AIP money now will be available for cleaning, filling and sealing cracks in pavement, as well as patching distressed areas and cleaning drainage structures.

Galaxy Aerospace, the joint effort between Israel Aircraft Industries and the Pritzker organization, rolled out its first new aircraft model last week, the long-range, mid-size Galaxy business jet. The rollout, staged Thursday at IAI's facilities in Tel Aviv, Israel, is the latest milestone in a busy year since Galaxy Aerospace was formed and former Learjet President Brian Barents was installed as president and chief executive officer (BA, Nov. 25/244). After an exhaustive search for a new headquarters site, Galaxy relocated from Princeton, N.J.

EMBRAER EMB-110P1 and EMB-110P2 airplanes (Docket No. 97-CE-39-AD) - proposes to require amending the limitations section of the airplane flight manual to prohibit the positioning of the power levers below the flight idle stop while the airplane is in flight. This amendment would include a statement of consequences if the limitation is not followed. The proposed AD is the result of numerous incidents and five documented accidents involving airplanes equipped with turboprop engines where the propeller beta was improperly used during flight.

The long-delayed Learjet 45 midsize business jet has moved another step closer to reaching customers with an Aug. 29 decision by FAA to award "provisional" type certification, but Bombardier Aerospace said it will now be November before customer deliveries begin. The latest FAA action clears the way for the company to begin offering flights on the 45 to customers and their flight crews.

RAYTHEON AIRCRAFT is not providing many details until the NBAA convention, but the company confirms it launched the Travel Air fractional ownership program last month as scheduled. A spokesperson said "multiple shares" in all three aircraft models in the program - the King Air B200, Beechjet and Hawker 800XP - have been sold and flights are being operated. The company announced the Raytheon Travel Air (RTA) program this spring, based on estimates that the rapidly growing fractional ownership market will more than quadruple by 2001 (BA, June 9/253).

WORKERS at Pemco World Air Services in Dothan, Ala., went on strike, the parent company, Precision Standard Inc. reported. The contract covering shop-floor employees expired Aug. 26 and members of the International Association of Machinists and Aerospace Workers voted to stop work. "The company believes that it has made a very equitable proposal and regrets the union's decision not to recommend it to its membership," Matthew Gold, chairman and chief executive, said in a prepared statement.

AIR BP ATLANTA, the fixed-base operation based at DeKalb-Peachtree Airport, has changed its identity to Airway Aviation Services. The new name will be in addition to the Air BP Atlanta designation, officials said. "We just felt an identity in addition to our fuel supplier was important to the future growth of our company," said Vice President Earl Davis. "We are still Air BP Atlanta with the same owners, same great staff, quality Air BP fuel and level of service."

NATIONAL CIVIL AVIATION REVIEW COMMISSION expects to formally deliver its recommendations for future funding of FAA to the Secretary of Transportation by mid-week.The recommendations call for fuel taxes for general aviation as well as on-demand operators, but user fees for scheduled airlines (BA, Sept. 1/89).

ART WEGNER, chairman, president and chief executive of Raytheon Aircraft, has assumed the duties of chairman of the board of the General Aviation Manufacturers Association. Wegner was serving as vice chairman of the GAMA board and moved up to the chairman's post to succeed Fred Breidenbach after he resigned as president and chief operating officer of Gulfstream Aerospace (BA, Aug. 4/49). It is anticipated that Wegner will be elected to a full one-year term as GAMA chairman at the organization's November board meeting.

AIRPORT SYSTEMS INTERNATIONAL, Overland Park, Kan., reported net income of $160,000 on revenues of $5.8 million for the three months ended July 31, compared with $135,000 on revenues of $5.2 million a year ago. The company said backlog had almost quadrupled, from $4.5 million a year ago to $17.6 million at the end of July. Airport Systems International designs and builds ground-based navigational aids and airfield signage.

SIGNATURE FLIGHT SUPPORT won a 15-year extension from the Metropolitan Washington Airports Authority to continue providing fixed-base service at Dulles International Airport outside Washington, D.C. Signature, and its predecessor companies, have provided FBO service at Dulles since 1962 when the airport opened and Page Airways began doing business there.
