BOMBARDIER CL-600-2B19 (Regional Jet Series 100 series airplanes (Docket No. 97-NM-48-AD) - an amendment that supersedes an existing AD that currently requires revising the Limitations Section of the Airplane Flight Manual (AFM) to provide the flight crew with procedures to check the travel range of the aileron. That AD also requires inspection for damage of the shear pins of the aileron flutter damper and aileron hinge fittings, and various follow-on actions.
PURITAN-BENNETT AERO SYSTEMS cone and seal assemblies, Part Numbers 210543 and 210543-01 (Docket No. 97-CE-75-AD; Amdt. 39-10013; AD 97-18-03) - requires replacement of any cone and seal assembly manufactured or repaired from August 1996 through July 1997. This AD results from quality control tests that show that these cone and seal assemblies could have faulty ultrasonic welds.
FEDERAL AVIATION ADMINISTRATION will hold meetings next month in Washington, D.C., and Fort Worth, Texas, to solicit public comments on the proposed rewrites of Part 107 airport security rules and Part 108 aircraft operator security rules. The Washington meeting is scheduled for 9 a.m.
PETERSEN AVIATION acquired a Gulfstream IV for its fleet. The company, based in Van Nuys, Calif., currently operates two Gulfstream IIIs, a Hawker 700, a Beechjet 400A, and a Citation I.
A completely revamped and updated version of the Professional Line Service Training program, a combined enterprise of Aviation Resource Group International, Inc., and AMR Combs, is being unveiled at this week's NBAA convention in Dallas. The enhanced PLST program, which received financial and technical assistance from Texaco International Aviation Sales, is a comprehensive video training program designed for line service employees of fixed-base operations.
National Transportation Safety Board last week urged FAA to mandate inspections of the tail boom/vertical fin intersection on Bell Helicopter Textron helicopters used in repeated heavy lift operations. The recommendations stem from a series of accidents involving various Bell Helicopter models engaged in external load activity in which the vertical fin separated from the tail boom. NTSB found that fatigue cracking in the left cap of the vertical front spar led to the separations.
Cessna Aircraft appointed 19 of its Cessna Service Stations as Cessna Sales Team Authorized Representatives (CSTARs) to sell the company's single-engine piston aircraft line in the U.S. and Canada. "Each organization has a strong relationship with Cessna and with the owners and operators of Cessna aircraft in their territory," said Doug Smith, director of sales and marketing for single-engine piston aircraft.
GARRETT AVIATION'S facility in Long Island, N.Y. was appointed a factory authorized service center for Dassault Falcon Jet. The appointment covers maintenance and inspection work on all models of Falcon aircraft. The Long Island center is the fifth Garrett Aviation facility to be appointed a Falcon Jet factory authorized service center. The other facilities are in Springfield, Ill., Houston, Texas, Los Angeles, Calif. and Augusta, Ga.

National Aeronautic Association named six persons to receive NAA's Elder Statesman of Aviation Award for 1997. The selectees, chosen from a list of 24 nominees suggested by hundreds of organizations and aviation leaders, are: John L. Baker, former president of the Aircraft Owners and Pilots Association; William K. Kershner, a pilot who learned to fly in 1945 and who authored the Student Pilot's Flight Manual and other books on flight instruction and aerobatics; Ralph Nelson, a former AOPA executive who developed the association's weekend flight training clinics; R.
LAURA WAYNE joined The Air Group as charter sales manager. Wayne, who has 15 years of aviation experience, most recently was sales manager-Western region for Jet Aviation. She also has served as a manager and part owner of a fixed-base operation in the Los Angeles area and a regional director of marketing for a local charter company.
BBA Group, the British conglomerate that owns the Signature Flight Support chain of fixed-base operations, reported substantial increases in revenues and operating profits for the six months ended June 30. In a financial statement issued last week, BBA said revenues were up 14 percent to 623.5 million pounds, while profits before taxes rose 11 percent to 80.2 million pounds. "BBA's interim results demonstrate the strength of the group's underlying growth, averaging six percent across our core businesses," said Roberto Quarta, group chief executive.
NOISE CANCELLATION TECHNOLOGIES, Stamford, Conn., announced a licensing agreement under which Pacific Systems Corp., will be permitted to integrate NCT active noise reduction (ANR) into business and corporate aircraft. Pacific Systems, Seattle, Wash., will implement ANR electronics into its in-flight entertainment systems and provide ANR-ready headphones for each passenger. The Seattle firm is a leading manufacturer of integrated cabin management systems for Cessna Aircraft, Gulfstream, Sikorsky and Raytheon/E-Systems Waco division.
CORPORATE WINGS, INC., Cleveland, Ohio, said it received a recent capital infusion of $6 million that will be used to expand the company's network of four fixed-base operations. In addition to the FBOs, Corporate Wings manages a fleet of 24 business aircraft and overhauls and repairs electronic components through its Inertial Airline Services, Inc. unit.

Federal Aviation Administration last week named several officials to key openings in its Flight Standards Service, according to sources who said the appointments were announced within the agency, although there was no public release of the information. Flight Standards, responsible for oversight of all flight operations from general aviation to major airlines, lost a number of personnel over the past year, including the director, deputy director and two of its eight division managers. In addition, a third division had been without a permanent manger for some time.
EUROCOPTER FRANCE Model SA-366G1 helicopters (Docket No. 97-SW-09-AD - proposes to require inspecting to determine if a certain frequency adapter is installed, and, if so, removing and discarding the frequency adapter and replacing it with an airworthy adapter before further flight. This proposal is prompted by one report of disbonding of the metal center section of a frequency adapter from the elastomer, caused by lack of adherence during the production process.

Bombardier added the fourth Global Express aircraft to its flight test program Sept. 8 with a successful first flight of S/N 9004 from the company's de Havilland plant at Downsview, Ontario. The aircraft flew for more than two hours on its first airborne mission and will log 10-15 hours of familiarization flying in the Toronto area before it is flown to Dallas, Texas where it will be displayed during next week's NBAA convention. S/N 9004 is the first of the very long range Global Express aircraft to be fitted with an executive interior.
MARC VALLE was named vice president of programs for Dassault Falcon Jet Corp in Teterboro, N.J. Valle formerly served as program manager for the Falcon 900 and 900EX at Dassault Aviation in Velizy, France. In his new position, Valle will coordinate Dassault Falcon Jet's marketing and customer support activities in Teterboro as well as the completion center in Little Rock, Ark. He will report to John Rosanvallon, president of Dassault Falcon Jet, and Olivier Villa, vice president of Falcon programs.
The Transport Ministry has confirmed Nav Canada's proposed user fees are consistent with the Civil Air Navigation Services Commercialization Act and Nav Canada said it plans to introduce new user charges for en route and terminal air navigation services on March 1. It also will increase existing charges, including overflight fees, said Kenneth Copeland, president. "The user fee schedule that was submitted to the minister, and which has now been confirmed, incorporates many of the suggestions from users" during consultations over the past seven months, he said.
National Air Transportation Association, saying that FAA "grossly underestimated" the number of small operators that would fall within the scope of proposed requirements for Class D cargo compartments, urged the agency to exempt on-demand Part 135 carriers from the proposal.
RUNWAY HEADINGS on two of Minneapolis/St. Paul International Airport's main runways were changed at 0600 Sept. 11 to more accurately reflect the current magnetic heading for each. Runways 11L/29R and 11R/29L were changed to 12L/30R and 12R/30L.
HIGH TECH FINISHING, Houston, Texas, produced more than 15,000 coin-sized medallions commemorating the National Business Aviation Association's 50th anniversary. Rolland A. (Rollie) Vincent, director of strategic planning at Learjet who also handled public relations duties there, joined Cessna Aircraft last week as director of strategic planning (BA, Sept. 8/103). At Cessna, Vincent will report to Gary Hay, vice chairman of the company. Vincent had been with Learjet in Wichita since January 1996, and before that had been with Bombardier in Toronto since mid-1991. Before joining Bombardier, he had worked for the International Civil Aviation Organization.
