The proposed AD is the result of mandatory continuing airworthiness information issued by the airworthiness authority for Switzerland. The actions specified by the proposed AD are intended to prevent improper operation of the stick pusher system caused by the existing design configuration, which could result in loss of control of the airplane during a stall. DUNCAN AVIATION, Lincoln, Neb., added a weekend shift to meet demand for its Accessory Shop. The accessory team is capable of working on a variety of components including servos, pneumatic valves, stabilizer actuators, pumps and landing gears. The shop, traditionally staffed between 7 a.m. and 1:30 a.m. Monday through Friday, also is now open 10 a.m.-10 p.m. Saturday and Sunday.

As part of their effort to block the creation of a commercial international airport at the former El Toro Marine Corps Air Station in Orange County, Calif., City of Irvine leaders released a survey last month indicating that 59 percent of county business leaders are opposed to the project. Supporters of a commercial airport at El Toro say such an airport would help alleviate congestion at other airports in the region, particularly at Los Angeles International Airport.
ROLLS-ROYCE won a $9 million contract for Model 250 engines and engineering and support activities for the U.S. Army's fleet of OH-58D Kiowa Warrior helicopters. The order includes 28 Model 250-C30R/3 engines and shipping containers, plus 12 months of support services.

Waller County, Texas officials informed FAA they plan to create a new general aviation airport in their county. Waller County Commissioners, headed by Waller County Judge Glenn Taylor, sent a letter to FAA acting Deputy Associate Administrator Paul Galis expressing their intent "to proceed aggressively to identify a site and establish a new business-class reliever airport for our area" and asked FAA to recommend "how we should proceed."

FLIGHTSAFETY INTERNATIONAL received FAA Level D certification for its new Citation Excel flight simulator based at its Toledo, Ohio learning center. The Toledo center houses six flight simulators for the different Citation models, including the Citation X. This AD is the result of a report of cracks found in all four main landing gear fuselage attach bolts on one of the affected airplanes.

PILATUS AIRCRAFT delivered a PC-12 to the Drug Enforcement Administration's Aviation Division. The DEA, in the process of updating its 20-year-old fleet of turboprops, will replace a Turbo Commander with the PC-12. Pilatus said it expects the DEA will add more PC-12s as the fleet upgrade continues. The DEA operates a mixed fleet of more than 100 aircraft - mostly helicopters and single-engine piston aircraft. The DEA fleet also includes 20 pressurized turboprops and two Learjet 35s.
TAG AVIATION signed an exclusive agreement with FlightSafety International for aviation related training over the next four years. The agreement encompasses more than 350 flight crew personnel worldwide and comprehensive maintenance training for all maintenance technicians. Also included in the contract are flight attendant and dispatcher training programs. FSI had signed a similar agreement earlier this year with Wayfarer Aviation (BA, May 24/240), which was later merged into TAG Aviation.
FEDERAL AVIATION EXCISE TAX rates changed once again Jan. 1, the National Air Transportation Association reminded members. The segment fee increased from $2.25 to $2.50, but the fee does not apply to flights to or from rural airports. The ticket tax already was lowered to 7.5 percent from eight percent, effective Oct. 1. The international facilities fees increased to $12.40 per passenger and the ticket taxes for flights to and from Hawaii and Alaska include a $6.20 per passenger international facilities fee plus 7.5 percent of the domestic portion of the flight.
