HONEYWELL LTS101 series turboshaft and LTP101 series turboprop engines (Docket No. 94-ANE-38-AD; Amendment 39-12406; AD 2001-17-15) - supersedes an existing airworthiness directive, AD 95-09-02, that applies to Honeywell LTS101 series turboshaft and LTP101 series turboprop engines. That AD superseded priority letter AD 94-19-01 and currently requires initial and repetitive inspections of the engine fuel pump internal drive splines for wear and replacement of engine fuel pumps that exhibit wear beyond specified limits.

BOMBARDIER Model DHC-8-102, -103, -106, -201, -202, -301, -311, and -315 series airplanes (Docket No. 2000-NM-348-AD) - proposes to require modifying the oxygen flow control valve. This action is necessary to ensure that proper oxygen flow will be available to passengers when needed. FAA estimates that this AD would affect 150 airplanes on the U.S. Registry at a cost of $9,000, or $60 per airplane. AEROSPATIALE Model ATR 42-200, -300, -320, and -500 series airplanes; and Model ATR 72 series airplanes (Docket No. 2000-NM-379-AD; Amendment 39-12379; AD 2001-16-10) - requires revising the Airplane Flight Manual to modify procedures for calculating takeoff performance when Type II or IV de-icing or anti-icing fluids have been used. This amendment is prompted by reports that use of these de-icing or anti-icing fluids may result in an increase in the pitch forces necessary to rotate the airplane during takeoff.

THE U.S. DEPARTMENT OF COMMERCE is sponsoring an Aerospace Products Literature Center at the Dubai 2001 International Aerospace Exhibition Nov. 4-8. Commerce said the center will support U.S. company marketing efforts by displaying sales literature, identifying and registering booth visitors that show interest in those companies, delivering literature to potential customers and advertising the companies in the center directory. National Transportation Safety Board investigators are attempting to determine why a Model 25 Learjet - taking off on a 6,600-foot runway at Tompkins County Airport (ITH) in Ithaca, N.Y. - was unable to get safely airborne, flying instead through a chain-link perimeter fence and beginning a debris trail that stretched nearly one-half mile beyond the departure end of the runway. Both airline transport-rated pilots were killed (BA, Aug. 27/98).

FEDERAL AVIATION ADMINISTRATION'S Aviation System Standards is conducting a market survey to identify qualified vendors interested in competing to provide flight inspection systems support. The vendor would provide management, systems engineering, design, development, integrated logistics, materials, hardware, software development, testing with data analysis and technical support services for flight inspection systems as needed by the FAA. The proposed contract, valued at an estimated $11.5 million, will be for a one-year base period and four one-year option periods.

SHORT BROTHERS Model SD3 series airplanes (Docket No. 2001-NM-113-AD) - proposes to require repetitive tests (checks) of the power lever movement of the fuel control unit (FCU) lever to ensure the lever is contacting the maximum stop, adjustment of the FCU rigging, if necessary; and an engine ground run for correct gas generator rotational speed. This proposal also would require a static reduced power check on each engine to ensure correct operation of the reserve takeoff power (RTOP) system; and follow-on actions, if necessary.

B/E AEROSPACE received a new five-year, $150 million revolving credit facility that was arranged by J.P. Morgan Securities and administered by Chase Manhattan Bank. B/E will use the new credit line for general corporate needs, and under the agreement, up to $100 million may be used for acquisitions. B/E recently acquired M&M Aerospace Hardware and owes $152 million in cash to complete that deal by next month (BA, Aug. 20/82). The company's cash and available bank credit as of May 26, 2001, with the new credit facility provided in advance was about $290 million.

NATA's Fractional Aircraft Business Council (FABC) this week is meeting with FAA officials to discuss proposed new standards for fractional ownership providers. While the proposed standards have generally received favorable reviews, some are concerned about how the requirements would affect the small, light-aircraft fractional ownership programs. FABC, representing the nation's largest providers, hopes to address some of its key questions as it develops comments on the FAA proposal, which was released last month (BA, July 16/25).

Wilson's extensive aviation experience includes 17 years at Trans World Airlines. Most recently, he was a partner of SH&E, an international aviation consulting firm.

THE CANADIAN GOVERNMENT let pass a World Trade Organization deadline to contest a recent ruling regarding a trade dispute between Canadian manufacturer Bombardier and Brazilian manufacturer Embraer. Both companies welcomed the Canadian government's decision, which follows years of often rancorous debate over aircraft subsidies between Canada and Brazil. The Canadians decided not to appeal a WTO decision that allows Brazil to use its ProEx to help finance Embraer sales.

Cirrus Design Corp. received a $100 million cash infusion from Atlanta, Ga.-based Crescent Capital Investments, Inc. in a deal that will erase the Duluth, Minn. plane-maker's debt, the companies announced last week. Under the agreement, Crescent Capital will receive a roughly 60 percent interest in Cirrus in return for an $83 million cash investment and a $17 million equity line.

GULFSTREAM AEROSPACE this month rolled out its GV-SP test article in preparation for the first flight in the fourth quarter. The test article is equipped with Gulfstream's new PlaneView cockpit, including Honeywell's Primus Epic avionics suite with Gulfstream's Signature Cursor Control device. The avionics will provide real-time information about weather, air traffic and terrain on four 14-inch flat-screen displays. In addition to the new cockpit, the GV-SP will have a 250-nautical-mile improvement over the G-V with a 6,750-nm range at Mach .80.
