Cessna Aircraft Co., named Mark Paolucci, currently vice president of Citation Sales, to replace retiring senior vice president Ron Chapman as head of the company's customer service organization. Craig Estep has been appointed vice president, Citation/Caravan operations. Rod Holter is rejoining Cessna as vice president and general manager for Cessna's Independence, Kan., facility. Brad Thress has been appointed vice president, component operations and Cub Marion was appointed vice president, quality.

Years ago if a simulator instructor had induced a dual engine failure in the simulator, I think a lot of us would have shook our heads and said, "Can we get back to something more realistic?" The chances of dual engine failure, especially in modern turbojets, were so extremely remote that it was thought something like that could never happen. Yet, as Kathleen Bangs made abundantly clear in "The Most Awful Glide" (B&CA, May 2005, page 60), total power loss does occur. And now in a relatively short period, four Beechjet 400s had double flameouts.

ICAO makes available on its Web site a CD that may help prepare flight crews for what they may encounter when flying overseas. The organization says: "This CD is intended to facilitate the implementation of the ICAO Language Proficiency Standards and contains speech samples rated at ICAO Language Proficiency Levels 3, 4 and 5. Each of the speech samples is accompanied by a detailed rating form that contains the underlying rationale for the rating.

All six people aboard a NetJets Hawker 800XP and the pilot of a glider escaped serious injury when the aircraft collided at 16,000 feet about 42 miles southeast of Reno, Nev., on Aug. 28. The NetJets Hawker (N879QS) was en route from San Diego to Reno at the time of the collision, while the 58-year-old glider pilot, Hirao Akihiro, was climbing in thermals in his Schleicher after departing from the popular glider base at Minden, Nev. Akihiro told authorities he spotted the Hawker immediately before the crash, but could not avoid the jet.

John M. (Jack) Gallagher, 70, the former director of flight operations for the Gannett Co., died Aug. 23, in Leesburg, Va., after a brief illness. A native of Scranton, Pa., and a U.S. Marine Corps veteran, Gallagher worked for Gannett for 30 years before retiring in 1998.

More than a year has passed since the calamity named Katrina made landfall upon the U.S. Gulf Coast, wreaking havoc on the lives of those who lived and worked in the region. Slowly, residents are returning to clean up, businesses are reopening and levees and seawalls are being replaced and repaired, but Katrina's legacy of altered lives and damaged business remains much in evidence throughout the area. On this sad anniversary, B&CA visited the Gulf region to see how the corporate aviation providers fared and what the future may hold for them.

Raisbeck Engineering says it will continue to supply its dual aft body strakes and nacelle wing lockers for Beechcraft King Air 350 airplanes until 2009. The strakes and lockers have been standard equipment on the Model 350 since 2000 and 2004, respectively. Raisbeck officials say the strakes increase climb and cruise performance as well as adding directional stability that reduces restrictions on flight with an inoperative yaw damper.

I was pleased to see Robert Searles' story on Lloyd Stearman in your September issue ("Forever Stearman," page 70) . A couple of points need additional review. The story that Stearman last returned to Wichita in 1956 is apocryphal. He returned again in 1970 or 1971 for a couple of days. At the time I was working for John Zimmerman's Aviation Data Service, and there was a small luncheon given in his honor - possibly at the Boeing Wichita executive dining room. He also made the rounds of civic gatherings and was interviewed by the Eagle or Beacon.

Steve Franklin Carter, 76, died on July 26. Carter's business aviation career included positions as chief test pilot for Rockwell International (Sabreliner), flying Gulfstreams and Falcons for Diamond Shamrock, and simulator instructor for FlightSafety and SimuFilte. He was interred in Arlington National Cemetery in September.

The Isle of Man government may have its own corporate aircraft register operational by late spring 2007. The U.K. dependent island state, and tax haven, will have an ICAO country prefix of M- followed by four letters. Newly appointed Director of Civil Aviation Brian Johnson will head up the program. The issue of foreign-registered aircraft being able to come onto the M register still has to be fully resolved says Johnson. "We are technically U.K.-registered, but you can say the same about the Cayman Islands and Bermuda as the U.K.

So how did we wind up with our noses buried in the Federal Tax Code late into the night, trying to digest verbiage that turns gray matter to oatmeal? Because the boss occasionally takes the company aircraft for personal use, that's why.

Sino Swearingen has received FAA authorization to conduct in-house flight training for customers seeking SJ30 type ratings -- for both two- and single-pilot operations. The first type rating under the new authority was issued to Hamish Harding, chairman of Action Aviation, the SJ30 distributor for much of Europe and the Middle East. The course consists of a minimum of 48 hours of classroom instruction and up to 26 hours of flight training. The first customers will train in an aircraft provided by the company. A Level D simulator is planned in the future.

Flightcraft Inc., one of the largest providers of business aircraft services in the Pacific Northwest, has been named an authorized dealer for the installation of BLR's new winglet system for the King Air 200. Flightcraft will install the winglets at its Portland, Ore., location. In the near future, the FBO expects to receive authorization to install a similar system on King Air C90s.

(Wichita) -- Greg McCurley has been named vice president of Hawker resale. He is in charge of domestic and international sales of Raytheon Aircraft's pre-owned jet inventory while supporting the company's primary function of marketing new aircraft. McCurley will be responsible for inventory control, positioning, refurbishment and marketing of all pre-owned jet aircraft.

Honeywell has delivered its 1,000th RE220 APU. Launched in 1993, the RE220 was designed for regional and business aviation aircraft. The APU design features an effusion cooled low-emission combustor, 40 kVa of electrical capability up to 45,000 feet for business jet applications, FADEC and a FOD-resistant radial impeller. The APU incorporates an eductor cooling system that replaces a traditional cooling fan, reducing its weight, improving reliability and APU compartment cooling, simplifying the APU design while reducing operating noise.
