Japan Airlines will try to do more with less for the rest of the 1990s, using its aircraft more efficiently, selling underutilized assets, continuing to shed employees and contracting out more work, the carrier said in its medium-range business plan. "Investments in ground facilities and infrastructure will be minimized and essentially, investment in associated businesses frozen," the carrier said in the plan, which covers activity through 2000 and was made public in English yesterday.

Golden Tulip International has joined Northwest as a WorldPerks hotel partner. Virgin Atlantic Airways is offering free three-day weekend stays at selected ITT Sheraton hotels to Virgin Freeway frequent flyer members for every two roundtrip Boston-London flights taken in Upper Class through May 31. Delta Connection Atlantic Southeast Airlines flew 63.7 million revenue passenger miles in December, 6.1% more than in the same period last year. Capacity was up 7.7%, to 140.8 million available seat miles from 130.8 million. ASA's load factor declined slightly, to 45.2% from 45.9%. DOT has made final its tentative decision granting Laker Airways a certificate to operate scheduled domestic and international service. Laker plans initially to provide scheduled combination service between New Orleans and Fort Lauderdale, using 727-200 aircraft, and transatlantic charter passenger service using three DC-10-30s (DAILY, Oct. 30). Korean Airlines has selected "2500 cycle" carbon brakes, jointly produced by Messier-Bugatti and BFGoodrich, for its seven Airbus A330 and two A340-300 aircraft. First deliveries of the aircraft are scheduled in February 1997. Designed for the A330 and A340-300, the brakes thus have a life of 2,500 cycles for aircraft operated on short- and medium-distance routes. The brakes thus will have to be removed for servicing only every 12 to 15 months, rather than the usual six to eight months. For long-haul operations, the brakes have a 1,500-cycle operating life.

United will honor William Norwood, the first black pilot hired by the airline, in a retirement celebration Feb. 17. Norwood, whose flying career spanned 30 years, was the first black pilot to achieve the rank of captain. United said it currently employs 236 black pilots, the highest number in the industry.

Amadeus has enhanced its Negotiated Space function to enable travel agents to view the total number of seats available and sell them under Negotiated Space, making it possible for carriers to create an allotment of seats for selected agents. With the change, airlines can create more than one allotment of seats per flight. Seats sold are confirmed immediately regardless of the level of participation by the airline. Amadeus said the function also can be combined with the use of Negotiated Fares, facilitating pricing.

The European Commission formally cleared Lufthansa and SAS yesterday to carry out their cooperation agreement after the carriers accepted restrictions, including giving up some flights, making room for new entrants and shedding existing cooperative pacts with some other partners. The airlines agreed to give up slots in eight key markets where they would hold a monopoly - Dusseldorf-Copenhagen, Dusseldorf-Stockholm, Frankfurt- Copenhagen, Frankfurt-Gothenburg, Frankfurt-Oslo, Frankfurt-Stockholm, Hamburg-Stockholm and Munich-Copenhagen.

Canadian Airlines is operating what it calls the longest and most ambitious charter flight for its country, carrying a team of top business executives on a 14-day trade mission to India, Pakistan, Indonesia and Malaysia. The flight got under way Jan. 8. The 767 will land in seven cities around the world, including technical stops in Tokyo and Rome.

United has awarded certified public accounting and consulting firm Velma Butler&Co. a contract to assist with its auditing division. The company will complete a portion of United's internal auditing functions, including yearend financial statements.

America West has named Stephen Johnson senior VP-legal affairs to oversee all legal matters, the corporate secretary's office, corporate security and the management of acquisitions and dispositions of aircraft. Johnson has been VP-legal affairs since February. Prior to joining America West, he was senior VP and general counsel for GPA Group.

Reflectone, Tampa, Fla., has signed a $6 million contract to build an Avro RJ100 Avroliner full-flight simulator for Sabena. The device will be installed at the Sabena training center in Brussels in early 1997, said Derek Alden, VP-commercial products for Reflectone.

United has received a seven-year contract as the official airline of the U.S. Ski Team. Under the pact, the carrier will transport the team, as well as the U.S. Snowboard Team, to their domestic and international competitions. United said estimated annual mileage is 12 million, making the partnership one of United's most powerful sports marketing arrangements. Team members will display United's logo on their uniforms and signage during events.

Kiwi International Air Lines plans to launch its first long-haul, east-west flights Feb. 15, with new service to Las Vegas from Atlanta and Chicago Midway and connecting service to New York Newark, Orlando and Tampa. Kiwi will offer "lucky seven" fares to the gambling city - $77 one way - for travel through March 17 from all its domestic cities, operating evening flights from each city on Sundays, Mondays, Thursdays and Fridays. "There is a shortage of low-cost, high-service flights from Las Vegas that Kiwi can fill," said Jerry Murphy, president and chief executive.

The Air Transport Association said yesterday airline analysts will "probably prove to be correct" in estimating that last week's snowstorms on the East Coast will cost the industry $120 million, but the final tally will take a few more weeks. The storms caused more than 10,000 flight cancellations and closed most airports from North Carolina to New England. ATA President Carol Hallett said it may not be possible to put a final dollar figure on the total costs for overtime, labor, snow removal, deicing and lost revenue.

The Allied Pilots Association (APA) requested federal mediation yesterday in its contract talks with American Airlines, which have been under way for more than 18 months. American agreed that mediation is necessary because no agreement has been reached on long-term competitive issues, and it said that in fact, it suggested to APA that both sides file jointly for mediation. American President Donald Carty said the company hopes a federal mediator will help shift the focus of the talks so the two sides can reach an agreement.

Southwest has announced rockbottom fares in Florida markets it plans to start serving this year. The carrier offers a $19 one-way fare, good for 19 days, between Tampa and Fort Lauderdale, and a $49 fare in the Tampa-Baltimore market from Jan. 22 through Feb. 9.

U.S. and Japanese negotiators, originally expected to meet late this month, now are scheduled to resume all-cargo talks Feb. 5 in Tokyo.The two sides were "pretty far apart" after the November round in Washington, a U.S. government official said.The delay in the next round, though slight, puts a little more pressure on the target to reach agreement in March.

Tyrolean Airways has increased its order for the new Series 200 model of the Canadair Regional Jet from four to five. The launch customer for the 200 model, Tyrolean took delivery in Graz, Austria, of its first aircraft Monday from Bombardier Regional Aircraft Division. "Addition of the Canadair Jet will allow our airline to meet the challenges of the increasingly competitive European airline industry," said Fritz Feitl, president and chief executive of Tyrolean.

Hawaiian's four employee unions have ratified the labor agreements the carrier needs to secure a bridge loan that will keep the airline operating the rest of the month - and out of bankruptcy - while working to finalize a $20 million equity investment with the Airline Investors Partnership (AIP). The investment, which would give AIP a controlling interest, still is subject to the approval of shareholders, who have been called to a special meeting on Jan. 25 (DAILY, Dec. 12).
