DOT requires Carnival to pay $15,000 within 15 days and will forgive the balance if there are no further violations for a year. Carnival's ads in The New York Times, The Washington Post and other newspapers failed to show prominently that the stated tariff was a one-way fare requiring roundtrip purchase, DOT said.

Millon Air, still fighting for recertification as a fit carrier, signed a consent order fining it up to $80,000 for flying U.S.-Ecuador routes on which its authority had expired. DOT learned of the lapse during recertification efforts. Millon had authority for three weekly roundtrips between the U.S. and Quito or Guayaquil via intermediate points. One of them lapsed in February 1996, but Millon continued to fly it. Millon dropped its service entirely after its 707 crash in October that year.
