Prospects for President Obama’s proposed $100-per-flight user charge are continuing to fade, at least this year, as 28 U.S. senators express their opposition to the proposal. In a March 12 letter, the senators wrote the president expressing concern that the proposed charges would create a disincentive for pilots to use air traffic control services or fly in controlled airspace. “By discouraging ATC use, the proposal may inadvertently create a less safe aviation environment,” they say, endorsing the current aviation excise tax system.
China Airlines, taking advantage of a newly liberalized air traffic agreement, is adding routes and frequencies to services between its Taiwan base and Japan. Beginning this month, the Taiwanese carrier will open new routes to Kagoshima, Shizuoka and Toyama, and add a total of 21 flights to established routes. The carrier will add nine flights a week to its Osaka service, seven to Fukuoka, four to Nagoya and one to Tokyo.
At least 30 U.S. states have expressed interest in hosting the six unmanned-aircraft system (UAS) test sites the FAA is required to establish under the terms of its 2012 reauthorization bill. The test areas are intended to help the agency integrate manned and unmanned aircraft operations in the national airspace system (NAS) by September 2015, as mandated by Congress. The main goal of the FAA test-site pilot program is to conduct research to develop certification standards and air traffic requirements for unmanned flight operations.
Regional Airline Association President Roger Cohen, speaking last week at the FAA’s Forecast Conference, dismissed claims his industry is under pressure. Citing a well-known quote by Mark Twain, the U.S. trade group’s top executive told delegates, “Reports of my death are greatly exaggerated.” He added that such news is “not only premature, it is just flat out wrong.” “We are breathing and doing well,” Cohen continued.

Vietnam Airlines, which late last month bought a 70% stake in Qantas Airways’ Vietnamese low-cost carrier Jetstar Pacific, is hoping the new addition will grow the market.
The CEOs of nine European airlines and aerospace companies have sent letters to the prime ministers of France, the U.K. and Spain and to Germany’s chancellor urging for a negotiated settlement of the conflict surrounding the European Union emissions trading system (EU ETS). The group includes Airbus, Air France, Iberia, British Airways, Virgin Atlantic, Air Berlin, Lufthansa, MTU Aero Engines and Safran. “The aim must be to find a compromise solution and to have these punitive trade measures stopped before it is too late,” the CEOs demand.
While the comment period doesn’t close until the end of April, the Regional Air Cargo Carriers Association (RACCA) is seeking an extension on the FAA pilots qualification proposal, saying it could have substantial costs and “downstream” effects on the industry.

The FAA revised its forecast of oil prices upward to $100 per barrel through this fiscal year, rising to $138 by 2032, and several industry executives at the FAA Forecast Conference expressed concern that an oil shock this year could send prices even higher.
Kuwaiti lessor Alafco has cancelled six of 18 Airbus A350-900s on order. It was going to lease the aircraft to Cathay Pacific Airways, but they are now being acquired outright by the Hong Kong-based carrier, says the European airframer. The move brings Cathay’s total A350-900 order to 36 units. The total A350-900 orderbook remains at 368 units, with another 118 -800s and 69 -1000s on order.
