Hawker Beechcraft entered Chapter 11 protection late last week with an agreement already in hand from its secured lenders and senior bondholders to eliminate nearly all of the company’s $2.5 billion in debt and $125 million in interest expenses. The restructuring agreement was signed by financial institutions representing more than two-thirds of the company’s bank and senior debt and will take effect once the plan is confirmed by the U.S. Bankruptcy Court for the Southern District of New York.

A disappointing first quarter for Air France-KLM only emphasizes the need to enforce a revival plan that calls for drastic changes to the company’s labor contracts, says CFO Philippe Calavia. “We have to dramatically transform group labor conditions and improve productivity,” he said in during a conference call to discuss the 48.1% year-on-year increase in the March quarter’s operating loss to €597 million (US$781 million), as a 6% increase in revenue was overshadowed by a 9% rise in costs.

Qantas is once again opting to defer Airbus A380 orders, as the airline continues to cut back investment in its mainline long-haul fleet and focus on its domestic network. The carrier is delaying the two A380s scheduled for delivery next year until 2016-2017. The postponement is expected to reduce capital expenditure to A$1.9 billion (US$1.95 billion) in the fiscal year through June 30, 2013, a reduction of A$400 million.

International Airlines Group (IAG) in June will start reducing services at newly acquired BMIbaby and will close the entire operation in September. The parent company of British Airways (BA) and Iberia last month acquired the low-fare airline from Lufthansa as part of a package that also included BMI British Midland and BMI Regional (Aviation Daily, April 26). The deal initially had been to sell only BMI, but the German carrier was unable to divest the two smaller units.

A new, simplified online fare structure implemented by Volaris a month ago to attract new domestic demand is already reaping rewards, and should continue to boost interest among travelers used to relying on bus services, says the Mexican carrier. Volaris has three sets of fares, but on April 2 it switched some domestic online sales to a system reliant on a low base fare with additional charges for services such as ticket changes and checked bags that were included within the old structure.

An industry trade group is trying to spur the release of the FAA’s proposed rules for allowing small, unmanned aerial vehicles (UAVs) to operate in civilian airspace, which had been anticipated in March. On April 26, the White House Office of Management and Budget (OMB) confirmed that the rules had not received the “appropriate signatures” needed before they could be forwarded to OMB for release to the public, the letter says.

A draft version of a potential compromise on the Export-Import Bank (Ex-Im Bank) stalemate in Congress would provide three years of operating authority and a cap of $140 billion.
