San Miguel Corp., which owns 49% of Philippine Airlines Holdings, has given formal notification of its intention to develop a new international airport for Manila. In a statement to the Philippine stock exchange, San Miguel says it and LT Group are in discussions about working together to develop a new airport that would serve Philippine Airlines and its subsidiary, Air Philippines, known as Airphil Express. Billionaire Lucio Tan, who is another large shareholder in Philippine Airlines Holdings, controls LT Group.
NASA’s Langley Research Center, Mitre and several partners have completed the first in a series of inflight evaluations of cooperative automatic sense-and-avoid (SAA) algorithms for unmanned air systems (UAS), in large part to validate a new testbed that will be used for more advanced trials next year.
Four airlines operating out of the three New York area airports claim a fuel distributor overcharged them almost $18 million to transport jet fuel from Linden, N.J., to the airports over a two-year period starting in August 2010. According to an analysis commissioned by the airlines, Buckeye Pipe Line allegedly overcharged Delta Air Lines $6.34 million, United Airlines and Continental Airlines $7.72 million, JetBlue Airways $2.93 million and US Airways $550,000, the four carriers say in a filing with the Federal Energy Regulatory Commission (FERC).
New commercial aircraft age restrictions imposed by Myanmar’s Department of Civil Aviation (DCA) have prompted Myanma Airways to introduce Embraer 190s to its fleet. The airline, which is owned by the Myanmar Ministry of Transport, has signed a lease with GE Capital Aviation Services (Gecas) for two E-190s for delivery in November and December. Managing Director Than Tun tells Aviation Week the E-190s from Gecas are three to four years old and will have a 100-seat, all-economy layout.

Researchers from Europe and Japan are set to join forces on a study of a high-speed aircraft. The project, dubbed high-speed key technologies for future air transport research and innovation (Hikari), is co-founded by the European Commission and the Japanese Ministry of Economy, Trade and Industry. Aimed at “promoting effective cooperation between Europe and Japan in the field of conceptual design of a high-speed aircraft,” the plan intends to create a joint approach to perfecting key propulsion-related technologies.

Virgin America will reduce capacity in the first quarter of next year, the first time in the carrier’s history that it will not report year-on-year growth, CEO David Cush tells Aviation Week. The carrier is selectively trimming its fourth-quarter 2012 and first-quarter 2013 schedules and is decreasing aircraft utilization in the first quarter. “We have among the highest aircraft utilization [rates] in the industry, which makes a lot of sense from a cost standpoint,” Cush says. “But it doesn’t make a lot of sense in the first quarter.”
Phenomenal growth in passenger traffic across Asia, particularly from low-cost carriers, has fueled demand for bigger airports. The authorities, however, have failed to address this need, leading to flight delays and slot constraints. Nearly every major capital city airport in Southeast Asia has issues with congestion. Delta Air Lines reduced utilization of Pinnacle Airlines’ Bombardier CRJ200 and CRJ900 jets by 7% in the second half of 2012, which will nearly triple the regional carrier’s operating loss for the period, Pinnacle’s de facto CFO says in a bankruptcy court filing. As Aviation Week reported Sept. 24, the revised agreements that Delta signed with Pinnacle to continue flying 50-seat and 76-seat regional jets through July 2022 do not contain minimum utilization requirements.

The Allied Pilots Association (APA) board Sept. 26 will decide if it will resume talks with AMR Corp. management for a new agreement. Management has approached APA leadership to resume talks, marking the first such overture since APA members last month overwhelmingly rejected the company’s “last, best and final” contract offer, a union spokesman tells Aviation Week. The pilots have been operating without a contract since earlier this month, when the bankruptcy court abrogated their contract.
