Brazil’s air navigation service provider, Decea, over the next year will roll out public-use required navigation performance (RNP) procedures at 10 airports in the southeast portion of the country, in part to aid with the expected travel surges for the upcoming 2014 FIFA World Cup and 2016 Summer Olympics. Based on GPS positioning, the RNP procedures deployed in multiple city-pairs at the 10 airports will shorten routes, saving fuel and reducing CO2 emissions.

Canadian operator Sky Regional now operates all 15 Embraer 175s previously included in Air Canada’s fleet, just two months later than initially planned when the transfer was unveiled in October 2012. The regional jets, which have been phased in since March, are operated under the Air Canada Express brand, as are five Bombardier Q400s also operated under contract by Sky Regional. Air Canada’s regional partners also include Jazz, Air Georgian and EVAS.

Cathay Pacific has filed its first official objection to Jetstar’s attempt to set up a low-cost carrier in Hong Kong. While Cathay has made no secret of its opposition to Jetstar Hong Kong, it now has launched its counter-attack through the regulatory process. The Jetstar application for an air transport license was published in the Hong Kong government gazette on Aug. 23, which began the public comment period. Cathay says it has “filed a formal objection.”

Three important merger activities should be completed this week at Kellstrom Materials, the company formed through Kellstrom Commercial Aerospace’s May 17 purchase of AirLiance Materials from Lufthansa Technic. The combined company will start using Kellstrom’s enterprise resource planning (ERP) system Phoenix, which will go live at the legacy AirLiance facility near Chicago O’Hare International Airport.

The International Civil Aviation Organization (ICAO) Council has agreed to a compromise solution on the introduction of global market based measures (MBMs) to tackle aviation emissions. The council accepted the principle of regional emissions trading schemes and agreed to have a single global MBM for aviation to be implemented from 2020. The principles for a global MBM should be adopted at ICAO’s assembly in 2016.

Porter Airlines has submitted a second proposal to reduce noise as public consultations begin on its request to extend the runway at Toronto’s downtown island airport and allow it to operate Bombardier CSeries jets. The original plan, submitted in April when Porter placed a conditional order for up to 30 107-seat CS100s, is to extend the runway by 168 meters at each end. The new proposal would increase that to 200 meters at each end to allow a reduced-thrust departure to lower noise.

The aerospace unit of Fuji Heavy Industries (FHI) is aiming to cut costs by almost half, in an intensive, eight-year effort that began in fiscal 2008. The effort has two sides. One is to reduce labor expenditure by 30% by cutting non-value time, minutes that employees spend without working on the product—for example, by walking to fetch tools. Then the remaining labor is to be cut by a further 30% by reducing value time, meaning that less work must be applied directly in creating a component, such as a Boeing 777 or 787 center wingbox.

Boeing says a preliminary investigation of a Aug. 27 inflight shutdown of a CFM International CFM56-7B engine on an Alaska Airlines Boeing 737-700 indicates it was almost certainly a thrust instability event, most likely triggered by fuel contamination. The shutdown, which occurred after take-off on a flight from Los Angeles International Airport to Seattle–Tacoma International Airport, forced the crew to return to Los Angeles.

The Pentagon has added $12 million to its 2014 spending plans to equip its Boeing 737-based C-40s with a fuel-tank inerting system, the same upgrade mandated for U.S. operators of Boeing commercial aircraft. The 2013 spending plan anticipated about $1 million more than fiscal 2014-17 for various required modifications. In the fiscal 2014 request, the figure jumped $6.1 million for 2014 and another $6 million for the outyear estimates through fiscal 2017.

India has initiated the process of privatizing the operation and management of six airports by issuing of requests for qualification (RFQ) for two of the targeted facilities. State-run Airports Authority of India (AAI) on Sept. 3, invited bids for operations, maintenance and development of its airports in Chennai in south India and Lucknow in the north, an civil aviation ministry spokesman says.

According to several people familiar with the negotiations, a preliminary proposal for such a scheme could be agreed in principle as early as the end of this week.

AAR has received FAA approval to start operating the 520,000 sq. ft. facility in Lake Charles, La., previously occupied by Aeroframe. The FAA granted the operational approval three weeks after AAR signed an agreement to acquire the facility. The company started seeking FAA approval for the site—its sixth—immediately after signing the agreement, and had hoped to receive the agency’s sign off “within weeks,” according to Dany Kleiman, AAR’s aviation services group vice president-repair and engineering.
