The Department of Homeland Security (DHS) is studying the use of high-altitude unmanned aerial vehicles (UAVs) as airborne platforms to counter small surface-to-air missile attacks on commercial aircraft, the head of the department's research arm said March 13. DHS Under Secretary for Science and Technology Jay Cohen said the department plans to issue a broad agency announcement (BAA) soon, looking for industry suggestions.

Telesat will assist Pakistan's Space and Upper Atmosphere Research Commission (SUPARCO) in procuring, building, launching and bringing into service a new communications satellite to replace Paksat-1 at 38 degrees east longitude. The Ottawa, Canada-based telecom satellite operator will initiate and evaluate proposals from manufacturers for Paksat-1R, to begin operation in 2010, and oversee production, launch and in-orbit testing of the spacecraft. Pakistan is one of a growing number of nations developing an indigenous satellite capability.

PLASMA ENGINE FACILITY: Safran has inaugurated a new plasma engine facility at its space propulsion plant in Vernon, north of Paris. The facility, partly financed with a 1 million euro ($1.3 million) grant from the Norman regional government, will include a 400-square-meter test facility with three vacuum test chambers, one of which is already installed.

Boeing officials believe a renewed competition for the U.S. Air Force's combat, search and rescue (CSAR-X) helicopter fleet is not warranted by recent Government Accountability Office action and that the giant contractor would be disadvantaged if new bids were considered. But the company would prevail again, they asserted March 13.

LAUNCHING SYSTEM: Lockheed Martin Maritime Systems and Sensors - Marine Systems has been awarded a $16 million contract modification to produce MK 41 Baseline VII Vertical Launching System launcher ship sets for the Australian and Spanish navies, the Defense Department said March 13. The work will be done in Baltimore and is expected to be finished by December 2009. The contract was awarded by the Naval Sea Systems Command, Washington, D.C.

NASA will need an additional $350 million in fiscal 2009 and $400 million FY '10 to reverse the effect of the FY '07 continuing budget resolution and put the Orion Crew Exploration Vehicle (CEV) back on schedule to debut in 2014, Administrator Michael Griffin told House appropriators March 13.
