The Hong Kong government has taken another step toward reducing COVID-19 travel restrictions for airlines, prompting Cathay Pacific to incrementally boost its schedule. UPS has named Jim Joseph as president of its airline operations, replacing Brendan Canavan, who has held the position since 2014. Both Joseph and Canavan are UPS veterans. Credit: Linda Blachly/ATW

The FAA’s fiscal 2023 budget request of $18.6 billion includes $17.5 million to support aircraft certification reform mandates, including funds for adding more than 50 positions. Documents released March 28 show the agency’s bottom-line request is 3.3% above fiscal 2022’s figure, enacted via a continuing resolution that lasts through September. Another $5 billion in funding from the Bipartisan Infrastructure Law boosts civil aviation’s proposed fiscal 2023 total to $23.6 billion.

Airbus Expands 100% SAF Tests To A380

Airbus has flown an A380 with one of its four Rolls-Royce Trent 900 engines running on 100% sustainable aviation fuel (SAF), produced from used cooking oil and waste fats by France’s Total Energies. The March 25 flight followed earlier 100% SAF tests on the A350 and A319neo. A380 test aircraft MSN1 conducted the three-hour test flight from Blagnac Airport in Toulouse and used 27 metric tons of unblended SAF produced by Total in Normandy.

Aer Lingus has secured €200 million ($220 million) in fresh financing from the Ireland Strategic Investment Fund (ISIF), while Irish regional start-up Emerald Airlines has been granted €6 million. The two financing facilities were announced by ISIF on March 22, building on Aer Lingus’ earlier €150 million debt facility that was agreed to in December 2020.

As the EU enforces sanctions against Russia for its invasion of Ukraine, Europe’s air transport industry has new problems to solve, ranging from the financial health of its carriers to air traffic management and a post-war relationship with Russia. To find solutions, EU players will have to be as united as when the bloc decided to punish President Vladimir Putin’s government.

Saudi Arabian airline flynas said March 28 its board of directors had approved its strategic plan, which includes raising new aircraft orders to 250. Aviation Week Network’s Fleet Discovery database shows the Riyadh-based LCC already has 76 narrowbodies on order, all of which are Airbus A320neo family aircraft. “Flynas is currently in discussion with aircraft manufacturers in drafting agreements,” flynas CEO Bander Almohanna confirmed. The fleet expansion is designed to support international expansion.

The FAA appointed Billy Nolen, leader of the agency’s aviation safety unit, as its next acting administrator, taking over after the departure of current Administrator Steve Dickson at the end of March. Nolen will bring to the role a wealth of experience leading large organizations and overseeing safety and technical matters related to aviation for airlines, government and trade groups.

New EASA Rules Give Airlines Option To Carry Less Fuel

EASA has published a regulatory change which will allow airlines to reduce the amount of fuel carried for diversions and delays. This could cut CO2 emissions by up to 3 million tons annually, representing approximately 1% of European flight emissions. The change, announced by EASA March 25, will take effect as of Oct. 30, and will more closely align EU rules with ICAO guidance about fuel planning and management.
