The Airports Economic Regulatory Authority of India (AERA) has changed the passenger user fee structure at Mumbai’s Chhatrapati Shivaji Maharaj International Airport (BOM), based on what the authority calls a "user pays" principle that places a heavier burden on international travelers.
From May 16, international business-class passengers flying roundtrip from BOM will pay INR999 ($11.7) in user fees.
Departing domestic passengers will pay an INR175 fee from May 16, while arriving domestic passengers will be charged INR75. Currently, departing domestic passengers are taxed INR120, while arriving domestic passengers pay no fee.
Fees charged to international passengers will rise significantly and be tiered by cabin class. Currently, all of BOM’s international passengers pay an INR187 user tax. From May 16, departing economy passengers will be charged INR615, while departing business-class passengers will be taxed INR695. Arriving international economy passengers will be taxed INR260, while arriving international business passengers will be taxed INR304.
“This adjustment aligns with the ‘user pays' principle and reflects the enhanced passenger experience and expanded facilities available and used by international travelers," AERA said in a statement explaining the change.
AERA said the fees will help fund infrastructure development at BOM and “ensure the financial viability of the airport operator.”
The new passenger user tax structure will be in place through May 31, 2029, according to the AERA.
